To award housing rehabilitation contracts for the Orange County CDBG and <br />HOME Scattered Site Housing Rehabilitation Program. <br />BACKGROUND: The Housing and Community Development Department solicited bids from <br />qualified housing rehabilitation contractors participating in the County's Housing Rehabilitation <br />Program for the general repair portion of the work specifications. Bids were also solicited from <br />lead based paint abatement contractors for items containing lead based paint as required by <br />federal regulation. <br />The informal bidding process is governed by the North Carolina General Statues §143-131 and <br />does not require a minimum number of bids. Additionally, present program, procedures provide <br />that housing rehabilitation contracts be awarded to the .lowest responsible bidder. Additionally, <br />all contractors participating in the County's Rehabilitation Program are required to utilize current <br />deconstruction and material recycling methods during the repair process. <br />Bids for the rehab portion of the Glosson Circle property were solicited on November 2 and <br />November 16, 2006 with a bid opening on November 16, 2006. For the lead and mold portions, <br />only one contractor appears on the State Certified list that is able to do both remediations, thus <br />that contractor was the only one solicited for a bid. For the Roberts Street property, bids were <br />solicited from participating contractors on October 13 and November 6, 2006, with a bid opening <br />on November 16, 2006. There were two bids received for the lead abatement work. Bids for the <br />housing rehabilitation portion were solicited on the same dates with a total of two bids received <br />for the project. Bid results are attached. <br />FINANCIAL IMPACT: Funds are provided by a CDBG Scattered Site Housing Rehabilitation <br />grant awarded by the N.C. Department of Commerce and the HOME Investment Partnership <br />Program. <br />
