ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: March 27, 2007 <br />Action Agenda <br />Item No. _ ,. e,. <br />SUBJECT: Authorization to Contract for Interior Space Planning for New Library <br />DEPARTMENT: Purchasing and Library PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): <br />Resume <br />Project Listing <br />Proposal <br />INFORMATION CONTACT: <br />Pam Jones, (919) 245-2652 <br />Brenda Stephens, (919) 245-2528 <br />PURPOSE: To consider authorizing a contract with Phil Barton for space planning of the <br />interior of the new Library facility on Margaret Lane. <br />BACKGROUND: The County has entered into an agreement with Telesis Construction <br />Company to build two buildings on the former Southern States site on Margaret Lane, <br />Hillsborough. One of the buildings will be a new County Library. The Library building is being <br />designed by Brockwell Associates, Durham, NC; however, during negotiations regarding the <br />campus buildings, the Commissioners deemed it advisable to retain a consultant with specific <br />expertise in Library space planning to develop the interior plan for the facility. Following <br />discussions with the re-convened Library Task Force, Phil Barton is recommended to provide <br />this service. <br />Mr. Barton has served as director of the Rowan County Library system since 1977. He has also <br />consulted far Library design services since 1989 and will retire from the Rowan system at the <br />end of April 2007 to devote his full attention to his consulting business. Additional personal <br />information is contained in the attached resume. <br />Mr. Barton is well known and respected among librarians in the State and has provided design <br />services similar to those sought by the County to libraries such as the Chatham County Library <br />and the Mebane Library.
