October 11, 2006 <br />Memorandum from County Budget <br />Director regarding County's Debt <br />Issuance Plans <br />PURPOSE: To update the Board of County Commissioners regarding Chapel Hill Carrboro <br />City Schools Elementary #10. <br />BACKGROUND: Chapel Hill Carrboro City Schools plans to construct its tenth elementary <br />school on the northern portion of the County-owned Twin Creeks school/park campus located <br />near the intersection of Old NC 86 and Eubanks Road in the Chapel Hill Township. As planned, <br />Elementary #10 contains 90,229 square feet and is a prototype of Rashkis Elementary (less a <br />community gymnasium) that opened in August 2003. Water and sewer infrastructure do not <br />currently serve the Twin Creeks site, a 193-acre parcel purchased by the County in 2001. In <br />addition to the school, the Master Plan for the site includes development of a County park along <br />with possible future schools. <br />The timeline below offers an update of recent activity related to Elementary #10: <br />• October 17, 2006 - The Board of County Commissioners reviewed and approved final <br />plans for construction of the school and authorized the Chapel Hill Carrboro City Schools <br />to solicit construction bids.
