1 <br /> APPROVE 6/21/2016 <br /> MINUTES <br /> BOARD OF COMMISSIONERS <br /> REGULAR MEETING <br /> June 7, 2016 <br /> 7:00 p.m. <br /> The Orange County Board of Commissioners met in regular session on Tuesday, June 7, 2016 <br /> at 7:00 p.m. at the Whitted Building in Hillsborough, N.C. <br /> COUNTY COMMISSIONERS PRESENT: Chair McKee and Commissioners Mia Burroughs, <br /> Mark Dorosin, Barry Jacobs, Bernadette Pelissier, Renee Price and Penny Rich <br /> COUNTY COMMISSIONERS ABSENT: <br /> COUNTY ATTORNEYS PRESENT: John Roberts <br /> COUNTY STAFF PRESENT: County Manager Bonnie Hammersley, Deputy Manager Travis <br /> Myren and Clerk to the Board Donna Baker (All other staff members will be identified <br /> appropriately below) <br /> Chair McKee called the meeting to order at 7:07 pm. <br /> 1. Additions or Changes to the Agenda <br /> A motion was made by Commissioner Rich, seconded by Commissioner Jacobs to pull <br /> item 7-a, Bicycle Safety Task Force Appointment, since there had been some confusion about <br /> the application process, and she would like to send it back to the OUTBoard for more <br /> discussion. She asked if the item could be brought back to the Board of County <br /> Commissioners (BOCC) at the June 21st meeting. <br /> Commissioner Dorosin said he would like to know what happened. <br /> Commissioner Rich said the OUTBoard recommended a different slate of applicants <br /> than that which was included in the abstract. She said the OUTBoard was not notified of edits <br /> and changes to the membership roster, and thus, she would like the OUTBoard to review the <br /> roster of applicants one more time. <br /> Commissioner Dorosin said he thought the Clerk's office was involved in this process. <br /> Donna Baker said her office was not involved, and the process was done by the <br /> OUTBoard, per the direction of the BOCC. <br /> Commissioner Dorosin asked if there was a timeline imposed for the process. <br /> Abigaile Pittman, Orange County Planning, said there was an application process, <br /> which the OUTBoard was involved in developing. She said the process was well advertised <br /> and 14 applications were received. She said the applications did not address all of the <br /> available membership slots. She said the item went through agenda review, and during Chair- <br /> Vice Chair agenda review concern was raised that all the slots were not filled. She said the <br /> OUTBoard recommended that the BOCC or the Manager ask the Sheriff to make an <br /> appointment from his department. She said the OUTBoard also originally requested that <br /> Bonnie Hauser be notified, as she was involved with the issue from the vehicular side. She <br /> said she did notify Bonnie Hauser by sending her the PSA, but received no application from <br /> her. <br /> Abigaile Pittman said Laurie Paolicelli, Orange County Community Relations Director, <br /> was removed from the roster when the Manager correctly noted that the membership category <br /> that Laurie Paolicelli was filling was supposed to be from the Visitors Bureau (VB), not an <br />
