i <br /> /3 <br /> tr `f <br /> 4 <br /> i <br /> fi MINUTES <br /> ORANGE COUNTY BOARD OF COMMISSIONERS <br /> MAY 10, 1979 <br /> The Orange County Board of Commissioners met in special session on <br /> Thursday, May 10, 1979, at 7:30 p.m., in the C ommissioners Room of the <br /> � Orange County Courthouse in Hillsborough, North Carolina. <br /> Commissioners present: Commissioner Richard Whitted, Chairman, <br /> and Commissioners Norman Walker, Norman Gustaveson, Don Willhoit and <br /> Anne Barnes. <br /> x The purpose of the meeting was to give representatives of the <br /> Orange-Person-Chatham Mental Health Board an opportunity to discuss their <br /> budgetary concerns for the coming fiscal year and to give the Board of <br /> Commissioners an opportunity to discuss the county's proposed Capital <br /> Improvements Plan for 1979-90. <br /> Mr. Jan Pinney was present in the audience and the Chairman asked <br /> Mr. Pinney to step forward to receive a framed copy of the Resolution <br /> of Commendation which was read to Mr. Pinney by the Chairman at the <br /> December 4, 1978 Board of Commissioners meeting. Mr. Pinney accepted <br /> the Resolution. <br /> The Chairman then asked representatives of the Orange-Person-Chatham <br /> i Mental Health Board to review their budgetary concerns for 1979-80. <br /> Mr. Jan Pinney, Chairman of the Finance Committee, and Mr. Bill Baxter, <br /> Director of the Orange-Person-Chatham Mental Health Center, represented <br /> f <br /> the area mental health board. Mr. -Baxter presented the Commissioners <br /> with the Orange-Person-Chatham Mental Health Board's recommended budget <br /> { <br /> for 1979-80, as adopted by the area mental health board, and gave a brief <br /> explanation of budget items. Mr. Baxter and Mr. Pinney then answered <br /> questions about the budget. <br /> ' Thereafter, the Chairman asked the County Manager and Finance Director <br /> $ to comment on the county's proposed Capital Improvements Plan for 1979-90. <br /> The Board asked questions and discussed priorities and funding possibilities. <br /> Commissioner Gustaveson moved, seconded by Commissioner Barnes, <br /> the Board adopt the county's Capital Improvements Plan, as submitted, as <br /> the Board's priorities for the next five years in its discussions with the <br /> school boards. Vote: ayes, 5; noes, 0. <br />
