Minutes of the Board of Commissioners <br />Tuesday, April 7, 1953 <br />The Board of Commissioners for the County of Orange, met on Tuesday, <br />April 7, 1953, at 10 o'clock A. M., in the Commissioners' Room at the Court- <br />house in Hillsboro, North Carolina, the usual place of meeting. <br />Members present: Chairman R. 0. Forrest, Sim L. Efland and R. J. M. <br />Hobbs, Commissioners. <br />Members absent: None. <br />The minutes of the March meetings were read and approved. <br />It was brought to the attention of the Board that the Judge of the Super- <br />ior Court at the March Term, had appointed Jerry Stone and Lloyd Noell as <br />Attorneys to defend Paul Morgan, who was charged with murder, and had ordered <br />that Messrs. Stone and Noel be paid $200.00 for their services. <br />Now, therefore, upon motion of Commissioner Efland, seconded by Chairman <br />Forrest, it was ordered that $200.00 be transferred from the General Fund <br />Emergency Appropriation for the purpose of paying Attorneys Stone and Noell <br />for their services, as per order of the Court. <br />Upon motion of Commissioner Efland, seconded by Chairman Forrest, the <br />following Aid to Blind Grants were approved: <br />Hattye L. Ray 824.00 per month <br />Eva Pickard 2 .00 per month <br />Julia Fisher's grant was reduced from $42.00 to $2)}.00 per month <br />Lucy Smith Reed's grant was rejected, due to sufficient income. <br />The Orange County Welfare Department presented their 1953-54 Aid to <br />Blind budget, as follows: <br />Total cost of requested caseload $12,528.00 <br />Federal participation 8,874.00 <br />State participation 1,827.00 <br />County participation 1,827.00 <br />County's portion of case workers <br />salary and travel 222.00 <br />Total amount of county funds certified <br />for Aid to Blind program 2,049.00 <br />Upon motion duly made and seconded, the above budget was tentatively <br />approved. <br />Mr. Dobson, of the Orange County Health Department, and Mr. Claytor, <br />County Dog Warden, appeared and discussed matters pertaining to rabies in- <br />spection. <br />Upon motion of Commissioner Hobbs, duly seconded by Commissioner Efland, <br />it was ordered that a fee of $ .50 be charged for the vaccination of each <br />dog, and recommended that Dr. 0. David Garvin, Superintendent of Health, <br />appoint Mr. Hume Claytor and all licensed veterinarians serving Orange County <br />as Rabies Inspectors. <br />Uoon motion of Commissioner Efland, seconded by Commissioner Hobbs, Ira <br />A. 7 lard was appointed County Accountant for a term of two years. <br />The following names were drawn to serve as Jurors at the May Term of <br />Superior Court: <br />1.
