APPROVED 5/19/2015 <br /> MINUTES <br /> BOARD OF COMMISSIONERS <br /> REGULAR MEETING <br /> April 7, 2015 <br /> 7:00 p.m. <br /> The Orange County Board of Commissioners met in regular session on Tuesday, April <br /> 7, 2015 at 7:00 p.m. at the Whitted Building in Hillsborough, N.C. <br /> COUNTY COMMISSIONERS PRESENT: Chair McKee and Commissioners Mia Burroughs, <br /> Mark Dorosin, Barry Jacobs, Bernadette Pelissier, Renee Price and Penny Rich <br /> COUNTY COMMISSIONERS ABSENT: <br /> COUNTY ATTORNEYS PRESENT: John Roberts <br /> COUNTY STAFF PRESENT: County Manager Bonnie Hammersley, Assistant County Manager <br /> Cheryl Young and Clerk to the Board Donna Baker (All other staff inembers will be identified <br /> appropriately below) <br /> 1. Additions or Chanqes to the Aqenda <br /> Chair McKee called the meeting to order at 7:03 p.m. He offered congratulations to the <br /> NCAA Men's basketball champions, the Duke University Blue Devils. <br /> He noted the following items at the Commissioners' places: <br /> - PowerPoint slides for item 5-a-Proposed Efland Zoning Overlay Districts (Comprehensive <br /> Plan, Unified Development Ordinance (UDO), and Zoning Atlas Amendments) <br /> PUBLIC CHARGE <br /> Chair McKee dispensed with the reading of the Public Charge. <br /> 2. Public Comments <br /> a. Matters not on the Printed Aqenda <br /> Roger Leguillow spoke on behalf of food truck and trailer operations in Orange County. <br /> He said he and his wife are licensed and inspected with the Orange County Health <br /> Department. He said that they operate out of the commissary provided in Orange County, the <br /> Piedmont Food and Agriculture Program. He and his wife would like to provide services in the <br /> complex across from the Home Depot on Highway 86 in Hillsborough. He said he was <br /> surprised to learn that food trucks are not allowed in Orange County. He said he understood <br /> the potential traffic hazard of food trucks operating on the streets. He did write a letter for <br /> modifications to the policy for the operation of food trucks in commercial areas. He said <br /> operating in commercial areas would allow for more control, space for parking, and the ability <br /> to be a part of an already existing retail landscape. He said food trucks are a popular <br /> commodity, and he is grateful for the Board's consideration of his request. <br /> Chair McKee said the issue will be taken through normal petition procedures of the <br /> Board to determine a possible revision and to determine the geographic jurisdiction under <br /> which the question falls. <br /> Commissioner Rich said the Chapel Hill Town Council went through this same situation <br /> when she was a Council member. She said they worked for about 18 months to address the <br />
