APPROVED 3/3/2015 <br /> MINUTES <br /> BOARD OF COMMISSIONERS <br /> BUDGET WORK SESSION <br /> June 5, 2014 <br /> 7:00 p.m. <br /> The Orange County Board of Commissioners met for a Budget Work Session on <br /> Thursday, June 5, 2014 at 7:00 p.m. at the Southern Human Services Center in Chapel Hill, <br /> N.C. <br /> COUNTY COMMISSIONERS PRESENT: Chair Jacobs and Commissioners Mark Dorosin, <br /> Alice M. Gordon, Earl McKee, Bernadette Pelissier, Renee Price and Penny Rich <br /> COUNTY COMMISSIONERS ABSENT: <br /> COUNTY ATTORNEYS PRESENT: John Roberts <br /> COUNTY STAFF PRESENT: Interim County Manager Michael Talbert, Assistant County <br /> Managers Cheryl Young and Clarence Grier and Clerk to the Board Donna Baker (All other <br /> staff inembers will be identified appropriately below) <br /> Chair Jacobs called the meeting to order at 7:07 p.m. <br /> Additions to the Aqenda <br /> Funding for Orange County's Curbside Recycling Program <br /> A motion was made by Commissioner Rich, seconded by Commissioner McKee to <br /> approve adding this item to the agenda. <br /> VOTE: UNANIMOUS <br /> Closed Session Addition <br /> A motion was made by Commissioner Rich, seconded by Commissioner Gordon to <br /> approved adding the following to the agenda: <br /> Closed Session: <br /> "To consider the qualifications, competence, performance, character, fitness, conditions <br /> of appointment, or conditions of initial employment of an individual public officer or <br /> employee or prospective public officer or employee" NCGS § 143-318.11(a) (6). <br /> VOTE: UNANIMOUS <br /> Chair Jacobs said the Board has talked about having time at one of their meetings to <br /> discuss County Commissioners' initiatives and interests prior to upcoming fund balance <br /> discussions. He said this will be scheduled for the beginning of their next budget work session <br /> on June 10tn <br /> 1. Fundinq for Oranqe County's Curbside Recyclinq Proqram <br /> The Board discussed reconsideration of the June 3, 2014 decision regarding funding <br /> of Rural Curbside, Urban Curbside and Multi-family Recycling programs. <br /> BACKGROUND: On June 3, 2014 the Board approved a Manager recommendation that <br /> funding ($728,260) for the Rural Curbside Program be provided from Solid Waste Unrestricted <br />
