1�-3 - C115- <br /> ADDENDUM -AUGUST 28, 1885 PUBLIC HEARING NOTICE <br /> PROPOSED PUBLIC WATER& SEWER SERVICE BOUNDARIES <br /> In June of 1994, a Task Force, comprised of representatives of the governing boards of Orange County, <br /> Chapel Hill, Carrboro, Hillsborough, and OWASA, was created to develop a proposal defming water and <br /> sewer service areas based on broad policy objectives of the various boards and intergovernmental planning <br /> agreements. <br /> In December of 1994, the Task Force completed its original charge, including a map depicting proposed <br /> boundaries for water and sewer service provision by Orange County, the Town of Hillsborough, and <br /> OWASA; and a list of objectives associated with implementation of the service area boundaries. These <br /> objectives include the following. <br /> • Continue to support orderly growth and efficient provision of water services. <br /> • Continue to promote local control of land use policies;and reinforce through appropriate water and <br /> sewer service area boundary agreements. <br /> • Delineate utility districts and interest areas that reflect the approximate water and sewer <br /> capabilities of the respective utilities for a 50-year planning period. <br /> • Promote equity for all parties,and formulate service area and other agreements so that benefitting <br /> parties pay their fair proportional shares of operating and capital costs incurred by the entity <br /> serving that district or interest area. <br /> • Insure that appropriate public health and environmental needs will be met and responsible entities <br /> identified. <br /> 0 Insure that the integrity of interconnections for emergency water transfers is not compromised <br /> by service area boundary delineations and supporting agreements. <br /> Prior to responding to the Task Force proposal, the Board of County Commissioners wishes to receive <br /> citizen comment on the proposed service area boundaries as well as the supporting objectives. <br />
