Minutes of the board of Commissioners <br />Friday, July. 8, 1949 <br />The Board met at 7:30 P. Ta ?., Friday, July 8, 1949, in the Commissioners' <br />Room at the Courthouse. Present: Collier Cobb, Jr., Chairman, and Ben F. <br />Wilson and H. G. Laws, Commissioners. <br />The Board of Commissioners met with the Orange County Board of Education <br />and the Board of Education of the Chapel Hill Administrative Unit. Mr. Collier <br />Cobb, Jr. invited the two Boards of Education to show to the Board of Commis- <br />sions their reasons for needing a million dollar bond issue for schools in <br />Orange County. <br />Mr. G. T. Proffit, Superintendent of the Orange County Schools, presented <br />facts and figures indicating that the schools unde3z the County Unit urgently <br />need $697,000.00 for Capital Outlay purposes. <br />Mr. C. W. Davis, Superintendent of the Chapel Hill Schools, enumerated <br />the Capital Outlay needs for the Chapel Hill Unit. Mr. Davis estimated that <br />$704,000.00 would be required to meet the present need in Chapel Hill. <br />The above figures include X401,000.00, available through aid from the <br />State of North Carolina. <br />.. Several taxpayers were present and participated in the discussion per- <br />taining to the bond election. <br />Upon completion of the meeting relating to the desired bond issue, the <br />Board of Commissioners resumed its consideration of the County Budget for the <br />fiscal year 1949 -50. Mrs. Jean Heer, Superintendent of Public Welfare, re- <br />ported that she has secured an additional administration appropriation from <br />the state. <br />After considerable discussion and study, Mr. Wilson made a motion, second- <br />ed by Mr. Laws, that the budget be tentatively approved, and that a copy of <br />the,budget be filed with the Clerk to the Board of Commissioners for public <br />inspection. It was also ordered that summaries of the proposed budget be <br />published in the two newspapers printed in the County. <br />Whereas, it is necessary and proper that fixed salaries, principal and <br />interest of indebtedness, stated compensation of officers and employees, <br />and usual ordinary expenses of the county and its subdivisions may be- promptly <br />paid. <br />Now, therefore, it is hereby ordered that the following interim appropria- <br />tions be made: , <br />To the General Fund 2,000.00 <br />To Public Welfare Fund 25,000.00 <br />To Salary Fund 6,000.00 <br />To Courts and Jail 400.00 <br />To School Fund 6,000.00 <br />To Recorder's Court Fund 700.00 <br />The County Accountant is authorized and directed to pay current ordinary <br />expenses against the funds above listed not exceeding the amounts of the ap- <br />propriations hereby made. Said appropriations made b;t this resolution shall <br />be chargeable to the several appropriations respectively hereafter made in the <br />annual appropriations resolution and adoption of annual budget for the year <br />1949 -50, which will be done at the regular August meeting of the Board, or at <br />a special meeting called by the Board. <br />Upon motion, adjourned. <br />Ira A.
