145 <br /> M I N U T E S <br /> ORANGE COUNTY BOARD OF COMMISSIONERS <br /> REGULAR MEETING <br /> APRIL 22, 1986 <br /> The Orange County Board of Commissioners met in regular session on <br /> Tuesday, April 22, 1986 at 7:30 p.m. in the courtroom of the old Post <br /> Office building, Chapel Hill, North Carolina. <br /> COMMISSIONERS PRESENT: Chair Don Willhoit and Commissioners <br /> Shirley Marshall, Moses Carey, Ben Lloyd and Norman Walker. <br /> ATTORNEY PRESENT: Geoffrey Gledhill. <br /> STAFF PRESENT: County Manager Kenneth R. Thompson, Assistant <br /> County Managers Albert Kittrell and William Laws, Directcr of Finance <br /> Gordon Baker, Clerk to the Board Beverly A. Blythe, Director of Planning <br /> Marvin Collins, Director of Aging Jerry Passmore, Director of Health <br /> Jerry Robinson, and Planner Susan Smith. <br /> A. BOARD COMMENTS <br /> Chair Willhoit moved the minutes and appointments to the end of <br /> the agenda and added the EnvironmentalAffairs Board and the appointment <br /> of the official Checker of the Weights and Measures for Orange County <br /> under appointments. <br /> B. AUDIENCE COMMENTS <br /> 1. MATTERS ON THE PRINTED AGENDA <br /> Chair Willhoit announced that all citizens who wished to make <br /> comments would be heard at the time the item appears on the agenda. <br /> 2 . MATTERS NOT ON THE PRINTED AGENDA <br /> Chair Willhoit announced that Planning Board Chair Barry <br /> Jacobs would like to inform everyone that the Planning Board will host a <br /> public meeting on the Calvander Node on May 7. (7 : 30 in the cafeteria at <br /> Chapel Hill High School) <br /> C. MINUTES <br /> Moved to the end of the agenda. <br /> D. APPOINTMENTS <br /> Moved to the end of the agenda. <br /> E. PUBLIC HEARINGS <br /> 1. IMPACT OF PROJECTED FEDERAL BUDGET CUTS <br /> Director of Finance Gordon Baker made comments on the budget <br /> cuts that were effective March 1, 1986 and the projected cuts that will <br /> be effective in October, 1986. Baker noted that the County could lose <br /> 7. 7 million in funds if all the projected cuts are initiated. The cuts <br /> effective March will not affect the County this fiscal year. Most of <br /> the cuts in social services and health will be absorbed by the State. <br /> The projected cut in Revenue Sharing of $28, 000 will be experienced by <br /> the County either in the July payment or the July and October payments. <br /> He briefly described the 1987 proposed cuts which will :include $5,900 <br /> for Agricultural Extension, and $25, 000 for Soil and Water., The Housing <br /> Authority budget will be cut only in the administrative area for 1986, <br /> and cut in both administrative and service delivery areas in 1987 . It <br /> is expected that one position in the Title V Senior Employment Program <br /> will be cut. <br />
