The Manager recommends that the <br /> Board take no action objecting to the proposed moratorium. If the Board bikes no action, the <br /> effect is that the moratorium will be put in place if Carrboro approves it following the <br /> moratorium public hearing. <br /> I have expressed my view about this to some if not all of you. It is my view that the <br /> issue of the appropriateness of the moratorium is not properly before you because: of the basis <br /> of the 1996 action taken by the Board when a request was made by Carrboro for a moratorium <br /> in the same area. That is, the Joint Planning Agreement and the Joint Planning Area Land Use <br /> Plan as presently written do not contemplate moratoria. In effect moratoria create a temporary <br /> zero density development option. <br /> In the February 13, 1996 letter from the Board of Commissioners to Carrboro concerning <br /> the temporary moratorium request, the Board suggested that Carrboro propose an amendment to <br /> the Joint Planning Agreement to deal with moratorium. This suggestion was not followed. <br /> Rather,Carrhoro is proposing a moratorium again without the Joint Planning Agreement changes <br />
