Gordon, Barry Jacobs, Earl McKee, Bernadette Pelissier, Renee Price and <br /> Penny Rich <br /> COUNTY COMMISSIONERS ABSENT: <br /> COUNTY ATTORNEYS PRESENT: John Roberts <br /> COUNTY STAFF PRESENT: County Manager Frank Clifton, Assistant County Managers <br /> Michael Talbert, Clarence Grier and Clerk to the Board Donna Baker (All other staff members <br /> will be identified appropriately below) <br /> NOTE: ALL DOCUMENTS REFERRED TO IN THESE MINUTES ARE IN THE PERMANENT <br /> AGENDA FILE IN THE CLERK'S OFFICE. <br /> 1. Additions or Changes to the Agenda <br /> Chair Jacobs reviewed the items at the Commissioners Places: <br /> - Pink— Item 6a - Public Hearing to Consider Operational and Funding Options for <br /> Orange County's Solid Waste and Recycling Programs <br /> - - White — Item 7a -Establishment of Three (3) New Fire Service Districts <br /> - and Approve New Boundaries for Three (3) Existing Fire Insurance Districts — South <br /> - Orange Fire Service District, Greater Chapel Hill Fire Service District and Southern <br /> - Triangle Fire Service District - Proposed motion from Commissioner Gordon <br /> - White — Item 7-b- PowerPoint/Map for Major Subdivision Preliminary Plat <br /> Application <br /> -Annandale at Creek Wood <br /> PUBLIC CHARGE <br /> The Chair dispensed with the reading of the public charge. <br /> 2. Public Comments <br /> a. Matters not on the Printed Agenda <br /> Don O'Leary apologized for past accusations he had made toward the Board. He said <br /> he assumed through the pattern of events that the Board was intelligently involved with the <br /> UN's curriculum and was in partnership with selling out the County. He said that he now <br /> believes that the Board was led into ICLEI through lobbying efforts. He said he assumes that <br /> a spark of enlightenment is kindled now. He reviewed his own history of belief and said that <br /> he now knows that the current and past world leaders and ruling families were and are <br /> Luciferians. He said that these families fund many foundations to demoralize the United <br /> States. He said these same powers founded the UN and are demoralizing and bankrupting <br />
