<br />The Board of Commissioners for the County of Orange met in regular session
<br />on October 3, 1949, at 10 o'clock, A.M., at the Courthouse in Hillsboro, North
<br />Carolina, the usual place of meeting.
<br />Present: Chairman Collier Cobb, Jr., and Commissioners Ben F. Wilson and
<br />H. G. Laws.
<br />Absent: None.
<br />Commissioner Laws intruduced the following two orders authorizing bonds,
<br />which were read:
<br />ORDER AUTHORIZING
<br />51,000,000 SCHOOL BUILDING BONDS
<br />WHEREAS, on September 30, 1949, the Trustees of the Chapel Hill City Ad-
<br />ministrative Unit passed a resolution finding that, in order to maintain the
<br />six months' school term in said Chapel Hill City Administrative Unit as re-
<br />quired by the Constitution, it is necessary to erect additional school build-
<br />ings, enlarge an existing school building and acquire any necessary land and
<br />equipment therefor; and
<br />VIREREAS, on October 3, 1949, The Board of Education of Orange County pass-
<br />ed a resolution confirming the findings in the resolution of said Trustees of
<br />the Chapel Hill City Administrative Unit and also finding that, in order to
<br />maintain the six months' school term in the Orange County Administrative Unit
<br />as required by the Constitution, it is necessary to erect additional school
<br />buildings, remodel and enlarge existing school buildings, and acquire any
<br />necessary land and equipment therefor; and
<br />WHEREAS, the estimated cost of the school improvements referred to above
<br />and hereinafter set forth is 01,401,000, and it is expected that approximately
<br />$401,000 will be received from the State of North Carolina for peying a part
<br />of the cost of such school improvements; and
<br />WHEREAS, said resolutions show that no funds are available and no provi-
<br />sion has been made by local tax or otherwise for saying the balance of such
<br />cost, and said resolutions request the Board of Commissioners for said County
<br />to take all necessary steps, by the issuance of bonds or otherwise, to provide
<br />the balance of the cost of such school improvements; and
<br />IiHEREAS, the Board of Commissioners for the County of Orange has carefully
<br />examined the facts and has determined, and does hereby find as a fact, that
<br />said statements of the above mentioned resolutions are true and that it has
<br />become the duty of said Board of Commissioners, acting as an administrative
<br />agent of the State in providing a State system of public schools, to order the
<br />issuance of bonds of the County so that the school improvements set forth in
<br />paragraph l of this bond order and mentioned in the resolution passed by The
<br />Board of Education on October 3, 1949, may be provided in order to maintain
<br />the six months' school term in Orange County as required by the Constitution;
<br />now, therefore,
<br />BE IT ORDERED AND RESOLVED by the Board of Commissioners for the County of
<br />Orange:
<br />1. That, pursuant to The County Finance Act, as amended, bonds of Orange
<br />County shall be issued in an aggregate principal amount not exceeding $1,000,00
<br />for the purpose of providing funds, with other funds available for such purpose
<br />for erecting additional school buildings, remodeling and enlarging existing
<br />school buildings and acquiring any necessary land and equipment therefor in
<br />order to maintain the six months'' school term in Orange County as required by
<br />the Constitution and briefly described as 'follows, subject to such changes in
<br />the character or in the location of any improvement as may be found necessary
<br />or advisable in the preparation of plans and the letting of contracts or as
<br />may be necessary to secure the approval of plans by the State Superintendent,
<br />and subject also to the omission of such improvements as may be approved by the
<br />Board of Commissioners in case the proceeds of the bonds should not be suffi-
<br />cient to provide all such improvements:
