<br />The Board met at 8 o'clock P. M., Wednesday, August 3, 1949, in the Com-
<br />missioners Room at the Courthouse. Present: Collier Cobb, Jr., Chairman, Ben
<br />F. Wilson and H. G. Laws, Commissioners,
<br />This was an adjourned meeting held for the purpose of approving the 1949-
<br />1950 budget.
<br />E. M. 7�ynan Clerk Superior Court, appeared and discussed the appointment
<br />of Lucius Cheshire as Assistant Clerk Superior Court. It was his recommenda-
<br />tion thryt a A. Ward, County Accountant, be authorized to countersign all check
<br />Sig ned /o f Mr. Cheshire. No checks will be signed by Mr. Cheshire, except in
<br />the VIs ane of Mr. Lynch. The Board approved Mr. Lynch's recommendations.
<br />Upon motion of Commissioner Wilson, duly seconded by Commissioner Laws,
<br />and all members voting in the affirmative, the following resolution levying
<br />taxes for the year 1949 -1950 is adopted.

<br />In addition to the above levies, the maximum amounts of taxes allowed to be
<br />levied under Schedule B of the Revenue Act of 1939, as amended, are hereby levie
<br />The County Tax Collector is hereby authorized and instructed to collect the maxi
<br />mum taxes as provided by said'State Revenue Act.
<br />On motion of Commissioner Laws, seconded by Commissioner Wilson, and all
<br />members of the Board voting in the affirmative, the following resolution cover-
<br />ing appropriations for the fiscal year 1949 -1950 is adopted, to -wit:
<br />That Orange County appropriate for its budget for the fiscal year begin-
<br />ning July 1, 1949, and ending June 30, 1950, the following amounts, to -wit:
<br />For General County Fund the sum of 39,195.00
<br />For Public Health Fund the sum of y 11,300.00
<br />For Superior Courts and Jail the sum of S 9,100.00
<br />For Recorder's Court Fund the sum of 4,300.00
<br />For Salary Fund the am of 36,220.00
<br />For Public Welfare Fund the sum of 43,900.00
<br />For County Debt Service the sum of 31,012.50
<br />For School Current Expense the sum of 81,238.80
<br />For School Capital Outlay the sum of 69,444.00
<br />For School Debt Service the sum of 17,837.50

<br />That the above appropriation to ,tba:S,�j.ary Fund of $36,220.000 is derived
<br />by using an unencumbered balance of $1a6a7 and other revenues such as commis-
<br />sions and fees to the amount of $16, 55,12-with an anpropriatlon from the
<br />General County Fund of $$$0,O18,Q1(9w off anount is necessary to raise the total
<br />needed for county salaries This appropriation of $ 0,0,18_,81 is hereby speci-
<br />fically transferred from the General County Fund RevVue'/&'the Salary Fund,
<br />and said amount is in addition to the 42�+ ;95.00 which appears in the above des-
<br />cribed budget under the head of General Coun'ty'i,`und.
<br />That in the above appropriations for schools, as will be shorn in detail
<br />by reference to School Budget statements which have been filed by Orange County
<br />Board of Education, and which have been approved by this Board, it is determined
<br />that Chapel Hill Special Charter District shall receive under the head of Cur-
<br />rent Expense the a= of 815,136.30 and under the heed of Capital Outlay the a=
<br />of 822,444.00. r

<br />That under the head of Welfare in the above adopted budget the total anpro-
<br />prlation by Orange County amounts to $13,900.00, which amount added to the funds
<br />to be made available by the Federal GW;e =n2ent'and the State of North Carolina
<br />in the amount of $133,366.50 will make a total Welfare Budget of $177,266.50.
<br />It was brought to the attention of the Board that the Orange County Bar
<br />at its regular meeting passed a resolution asking that the Board petition the
<br />Governor to cancel the term of Superior Court of Orange County set for August
<br />22, 1949, for the reason that the small number of cases that could be disposed
<br />of at said term would not justify the expense of calling the Court. It was
