Minutes of the Board of Commissioners <br />Monday, August 1, 1949 <br />The Board met at the usual hour in the Commissioner's Room at the <br />Courthouse with all members present. <br />The minutes of the July meetings were read and approved. <br />Mr. Don S. Matheson, Orange County Farm Agent and J. W. Jeffries, Assistan <br />Director of Negro Extension Service appeared in connection with the payment of <br />the salary of 11, C. Burt, Negro Farm Agent, who has been unable to attend to <br />his duties since April 25, 1949 due to a heart ailment. Jeffries stated that <br />due to Burt's accumulation of sick leave over a period of years the State was <br />still paying their part of his salary and that he thought he would be back on <br />the job in the near future. Mr. Matheson stated that his department had been <br />helping to keep Burt's work going on and would continue to do so until he <br />could resume his duties or until hther.:.hirangements were made. <br />After considering the statements made by Mr. Matheson and Jeffries the <br />Board ordered that the county pay their part of Burt's salary for the months <br />of July and August. <br />Mr. Matheson reported to the Board that the old County Home Cemetery on <br />the new road leading from Efland to Cedar Grove was a sore spot and that some- <br />thing should be done to beautify it. Commissioner Laws and Ira Ward were reel <br />quested to make an investigation of the conditions and report to the Board <br />at a later meeting. <br />The following road petitions calling for black top or hardsurfacing were <br />presented: <br />Mr. Jack B. Cliff for the hlrport�HOad leading North from Chapel Hill by <br />Blackwood Station, New Hope Church and connecting with old Durham - Hillsboro <br />Road at the farm of Dr. H. C: Carr. <br />Mr. T. W. Brown for road leading from old Durham - Hillsboro Road at Dr. <br />H. C. Carr farm by New Hope Church and connecting with Highway No. 86 near <br />Midway Service Station. <br />Mr. J. L. Phelps for road beginning at Person County line, D. J. Talley's <br />Home and running South by Chandler's Store and connecting with hardsurface <br />road at C. S. McDade Store. <br />Mr. J. W. Toler for road leading from Cedar Grove by way of Lynch's Store <br />to Almmnnce County line. <br />Mr. J. E. Hawkins for the roadeleading from A. T. Wright's place, Highway <br />Ho. 86 to Walnut Grove Church; Road leading from Barnette's Service Station <br />to Highway No.57, known as Caldwell Road; Road leading from the intersection <br />of Highway's 57 and 157 at Caldwell School to Durham County line and known as <br />Guess Read. <br />Mr. J. C. Monk for the road leading from the Person County line near J. <br />Laws Store to Highway No. 86 near G. IA. Long' store. <br />Mr. Simpson L. Efland for the road leading from the Methodist Church in <br />Efland and intersecting with the Fairfield -Halls Mill Road. <br />Mr. Clyde Roberts for the road leading from Cole Mill Road at Durham Count <br />line and connecting with the bardsurface road running from Kennedy Lumber Co. <br />to Walnut Grove Church at or near Crawford Breeze farm. <br />The Board informed all petitioners that their.petitions would receive cars <br />ful consideration along with all petitions for this type of road,and that the <br />Boards approval would be based on amount of trafic and need. This was agreeabl <br />to all except Mr. Efland who requested that his petition along with those <br />presented at the July meeting be ppaeed on not later thanAugust 15th or he <br />would like to withdraw all of them.The Board told Mr. Efland that they did not <br />believe they could make their decision by that date and that he could withdraw <br />the petitions by contacting the Clerk to the Board. <br />A resolution was presented from the Chapel Hill Communtty Council asking <br />that the road leading to Lincoln High School an its two branches in front and <br />behind the School be hardsurfaced in order that busses and other vehicles <br />could get to the school in bad weather. <br />NOW THEREFORE, upon motion of Commissioner Wilson, duly seconded by Com- <br />missioner Laws, the foregoing resolution is hereby unanimously approved, and <br />the Clerk to this Board is hereby authorized to forward same to the State <br />Highway & Public Works Commission for their consideration and to ask that this <br />work be done if possible while the work is being done on the project west of <br />Chapel Hill. <br />Continued on page 313 <br />
