Gordon Battle Courtroom in Hillsborough, North Carolina. <br /> COUNTY COMMISSIONERS PRESENT: Chair Barry Jacobs and Commissioners Moses <br /> Carey, Jr., Valerie P. Foushee, Alice M. Gordon, and Mike Nelson <br /> COUNTY COMMISSIONERS ABSENT: <br /> COUNTY ATTORNEYS PRESENT: Geoffrey Gledhill <br /> COUNTY STAFF PRESENT: County Manager Laura Blackmon, Assistant County <br /> Managers Willie Best and Gwen Harvey, and Clerk to the Board Donna S. Additions or Changes to the Agenda <br /> Chair Jacobs went through the items. <br /> There were some supplemental background materials related to item 6-b, Local <br /> Revenue Options Education Effort. There was a substitute for item 4-g, which was on blue <br /> paper. The pink sheets were two letters related to item 6-c. There was also a memorandum <br /> from Commissioner Gordon. <br /> Item 3-a was deferred. <br /> Commissioner Gordon had asked if item 10-f could be moved to item 6-b-1, which is an <br /> appointment to the Local Revenue Options Education Advisory Committee. The Board agreed. <br /> Chair Jacobs said that Board comments are limited to three minutes each, since they <br /> have not gotten to Board comments at all this year. <br /> PUBLIC CHARGE <br /> The Chair dispensed with the reading of the public charge. <br /> 2. Public Comments <br /> a. Matters not on the Printed Agenda <br /> Mark Sullivan, Executive Director of the Mental Health Association in Orange County, <br /> said that he was here with other people wearing an orange ribbon, which signifies the concern <br /> about the state of the mental health system in Orange County. He read a prepared statement. <br /> "We are here tonight to implore you to make our community mental health substance <br /> abuse and developmental disability services the top priority. It's time to stop letting the State <br /> use our residents who experience mental health, substance abuse, and developmental <br /> disorders as guinea pigs and a failed public policy experiment.
