APPROVED 4/15/2008 <br /> MINUTES <br /> ORANGE COUNTY BOARD OF COMMISSIONERS <br /> REGULAR MEETING <br /> February 19, 2008 <br /> 7:30 p.m. <br /> The Orange County Board of Commissioners met in regular session on Tuesday, February 19, <br /> 2008 at 7:30 p.m. in the F. Gordon Battle Courtroom in Hillsborough, North Carolina. <br /> COUNTY COMMISSIONERS PRESENT: Chair Barry Jacobs and Commissioners Moses <br /> Carey, Jr., Valerie P. Foushee, Alice M. Gordon, and Mike Nelson <br /> COUNTY COMMISSIONERS ABSENT: <br /> COUNTY ATTORNEYS PRESENT: Geoffrey Gledhill <br /> COUNTY STAFF PRESENT: Assistant County Managers Willie Best and Gwen Harvey, <br /> COUNTY STAFF ABSENT: County Manager Laura Blackmon <br /> NOTE: ALL DOCUMENTS REFERRED TO IN THESE MINUTES ARE IN THE PERMANENT <br /> AGENDA FILE IN THE CLERK'S OFFICE. <br /> 1. Additions or Changes to the Agenda <br /> Chair Jacobs said that Commissioner Nelson was ill, but was going to try and make the <br /> meeting. <br /> The yellow sheet was an additional resolution, item 3-d, Resolution for a Regional Value- <br /> Added Shared Use Food and Agricultural Processing Center. Chair Jacobs said that this <br /> should probably go on the consent agenda as item 4-p. The Board agreed to leave it as a <br /> resolution, item 3-d. <br /> The pink sheet relates to the item on the farmers' market. <br /> The light green sheets were for revised applicants for the Hillsborough Board of <br /> Adjustment. <br /> There were several handouts regarding the citizen survey on tax proposals for local <br /> revenue options. <br /> Chair Jacobs reviewed the water supply levels. <br /> Chair Jacobs suggested pulling item 10-d, Appointments for Durham Technical <br /> Community College, and adding it to the March 6th agenda. <br /> Commissioner Gordon asked to also defer the Orange County Planning Board <br /> appointments because the County is still advertising for this. Chair Jacobs said that there are <br /> plenty of applications for at-large. The Cheeks Township position could be deferred. <br /> Discussion ensued and the Board agreed to leave this item on the agenda until that <br /> point in the agenda. <br /> Geof Gledhill read a prepared statement with respect to a settlement and claim: "At one <br /> of your late 2007 meetings, during a closed session, the Board of County Commissioners <br /> approved the settlement of a claim relating to the installation of a well on property owned by Mr. <br /> Michael Todd Cooper. The claim resulted from the formal abandonment of a well serving Mr. <br /> Cooper's house after the house was destroyed by fire. As part of the rebuilding of Mr. Cooper's <br /> house a mistake was made and Mr. Cooper was advised that his new home was eligible to be <br /> connected to the new public water system built to serve the Buckhorn EDD; thus he abandoned <br /> his old well. Orange County contributed $2,566, approximately half of the cost, of a new well <br />
