APPROVED 6/5/2012 <br /> MINUTES <br /> BOARD OF COMMISSIONERS <br /> REGULAR MEETING <br /> May 15, 2012 <br /> 7:00 p.m. <br /> The Orange County Board of Commissioners met in regular session on Tuesday, May <br /> 15, 2012 at 7:00 p.m. at the Southern Human Services Center in Chapel Hill, N.C. <br /> COUNTY COMMISSIONERS PRESENT: Chair Bernadette Pelissier and Commissioners <br /> Valerie Foushee, Alice M. Gordon, Barry Jacobs, Pam Hemminger, Earl McKee and Steve <br /> Yuhasz <br /> COUNTY COMMISSIONERS ABSENT: <br /> COUNTY ATTORNEYS PRESENT: John Roberts <br /> COUNTY STAFF PRESENT: County Manager Frank Clifton, Assistant County Managers <br /> Gwen Harvey, and Michael Talbert and Clerk to the Board Donna Baker (All other staff <br /> members will be identified appropriately below) <br /> 1. Additions or Chanqes to the Aqenda <br /> Chair Pelissier went through the items at the County Commissioners' places. <br /> - White sheet— Petition from a member of the public entitled, "Ban the Box" <br /> - White sheet— PowerPoint on the Operating Budget and Capital Investment Plan <br /> - Rose sheet— updated listing for the Economic Development Advisory Board <br /> - White sheet— updated interlocal agreement (implementation agreement) for item 7- <br /> c, Orange County Transit Plan and Related Agreements <br /> - Yellow sheet— copy of Triangle Transportation Survey done by the Regional <br /> Transportation Alliance, also related to item 7-c <br /> The Board had received an updated "Draft Bus and Rail Investment Plan for Orange <br /> County"just prior to the meeting. <br /> Chair Pelissier said that there was additional verbiage for a closed session and an <br /> additional closed session item: <br /> Pursuant to G.S. § 143-318.11(a)(3) "to consult with an attorney retained by the Board in order <br /> to preserve the attorney-client privilege between the attorney and the Board regarding the <br /> cases of Orange County v. Eno River Parking Deck and Orange County v. Town of <br /> Hillsborough." <br /> and <br /> 143-318.11(a)(4) To discuss matters relating to the location or expansion of industries or other <br /> businesses in the area served by the public body. <br /> A motion was made by Commissioner Hemminger, seconded by Commissioner Yuhasz <br /> to add the additional verbiage for the closed session and an additional closed session item. <br /> VOTE: UNANIMOUS <br />
