<br />APPROVED 4/24/2007 <br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />REGULAR MEETING <br />March 13, 2007 <br />7:30 p.m. <br />The Orange County Board of Commissioners met in regular session on Tuesday, March <br />13, 2Q07 at 7:30 p.m. in the F. Gordon Battle Courtroom in Hillsborough, North Carolina. <br />COUNTY COMMISSIONERS PRESENT: Chair Moses Carey, Jr. and Commissioners <br />Valerie P. Foushee, Alice M. Gordon, and Barry Jacobs <br />COUNTY COMMISSIONERS ABSENT: Mike Nelson <br />COUNTY ATTORNEYS PRESENT: Geoffrey Gledhill and Brian Ferrell <br />COUNTY STAFF PRESENT: County Manager Laura Blackmon, Assistant County <br />Manager Gwen Harvey, and Clerk to the Board Donna S. Baker (All other staff members will be <br />identified appropriately below} <br />NOTE: ALL DOCUMENTS REFERRED TO IN THESE MINUTES ARE IN THE PERMANENT <br />AGENDA FILE IN THE CLERK'S OFFICE. <br />1. Additions or Changes to the Agenda <br />Chair Carey announced that Commissioner Nelson was ill and could not attend this <br />meeting. <br />Chair Carey went through some information at the County Commissioners' places. <br />The blue sheet was a memo from Carrboro Mayor Mark Chilton regarding the proposed <br />transfer station. <br />There was also some information from Sheriff Pendergrass related to the jail inspection <br />report. <br />PUBLIC CHARGE <br />The Chair dispensed with the reading of the public charge. <br />2. Public Comments <br />a. Matters not on the Printed Agenda <br />Loren Hintz said that he is petitioning the County Commissioners on behalf of the <br />OrangelChatham Sierra Club. He said that the Sierra Club hopes that the County will join with <br />the towns in supporting the U. S. Climate Protection Agreement. He read the rationale for the <br />County to support this agreement, as follows: <br />"We request that Orange County Commissioners continue to demonstrate their <br />leadership on environmental issues by signing onto the U. S. Mayors Climate Protection <br />Agreement. <br />We are aware that the Commissioners adopted an Environmental Responsibility Goal <br />and that the priorities for its implementation are forthcoming. We therefore ask that in addition <br />to signing the `agreement', you take a specific action that will demonstrate a commitment to <br />
