APPROVED 311 312 0 0 7 <br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />WORK SESSION <br />January 30, 2007 <br />7:30 p.m. <br />The Orange County Board of Commissioners met for a Work Session on Tuesday, <br />January 30, 2007 at 7:30 p.m. at the Link Government Services Center in Hillsborough, <br />North Carolina. <br />COUNTY COMMISSIONERS PRESENT: Chair Moses Carey, Jr., and <br />Commissioners Valerie P. Foushee, Alice M. Gordon, Barry Jacobs, and Mike Nelson <br />COUNTY COMMISSIONERS ABSENT: <br />COUNTY ATTORNEYS PRESENT: Geof Gledhill and Brian Ferrell <br />COUNTY STAFF PRESENT: County Manager Laura Blackmon, Assistant County <br />Manager Gwen Harvey, and Clerk to the Board Donna Baker (All other staff members <br />will be identified appropriately below) <br />NOTE: ALL DOCUMENTS REFERRED TO IN THESE MINUTES ARE IN THE <br />PERMANENT AGENDA FILE IN THE CLERK'S OFFICE. ALL RECORDINGS OF THE <br />MEETING WILL BE KEPT FOR 5 YEARS. <br />Chair Carey said that Congressman Price called and asked that the time of the <br />meeting be changed from 10:00 to 10:30. This is for the Chair, the Uice-Chair, and the <br />Manager on February 5t". He asked for any comments from the County Commissioners. <br />1. County Capital Funding Policy - Lottery Proceeds <br />Budget Director Donna Coffey said that this item gives an opportunity to discuss <br />how the lottery proceeds should factor into future capital funding for the school systems. <br />She gave background on how the County's capital planning process works, far Laura <br />Blackmon and Commissioner Nelson. The County's Capital Investment Plan (CI P), is a <br />long-range plan that covers aten-year period. It outlines County and school capital <br />projects for investments that are made, including new construction projects such as new <br />schools, the justice facilities, and the libraries. It also serves as a plan for recurring <br />capital, such as roof replacements, older facilities, painting, flooring, etc., for both <br />schools and County facilities. On the County side, it also serves as a tool for planning <br />the replacement of the vehicle fleet and the major equipment. The County's current <br />funding policy dedicates a number of revenue streams to pay for the projects. There is <br />the two half-cent sales tax, articles 40 and 42, dedicated ad valorem property taxes, and <br />bonds. The Board has the policy of dedicating the equivalent of four cents on the annual <br />ad valorem property tax rate to fund recurring projects for the schools and the County. <br />Of those four cents, three cents is to be dedicated to school recurring projects, and one <br />cent is to be dedicated to County recurring projects. There are also school construction <br />impact fees that offset debt service, and public school building funds. For longer-range <br />projects, there is debt financing. <br />The current policy has been in place since May 200b. Howver the County has <br />not reached the full funding on the piece of the dedicated property tax that would cover <br />
