APPROVED 06123/2005 <br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />ASSEMBLY OF GOVERNMENTS <br />April 28, 2005 <br />The Orange County Board of Commissioners met in regular session far an Assembly of <br />Governments meeting on Thursday, April 28, 2005 at 7:30 p.m. at the Southern Human <br />Services Center in Chapel Hill, North Carolina. <br />COUNTY COMMISSIONERS PRESENT: Chair Moses Carey and Commissioners Valerie <br />P. Foushee, Alice M. Gordon, and Barry Jacobs <br />COUNTY COMMISSIONERS ABSENT: Stephen Halkioits <br />COUNTY ATTORNEYS PRESENT: Geoffrey Gledhill <br />COUNTY STAFF PRESENT: County Manager John Link, Assistant County Managers <br />Rod Visser and Gwen Harvey, and Clerk to the Board Donna S. Baker {All other staff members <br />will be identified appropriately below) <br />CHAPEL HILL TOWN COUNCIL MEMBERS PRESENT: Mayor Kevin C. Foy and <br />Members Sally Greene, Ed Harrison, Jim Ward and, Bill Strom <br />CHAPEL HILL TOWN COUNCIL MEMBERS ABSENT: Cam Hill, Mark Kleinschmidt, <br />Dorothy Verkerk, and Edith Wiggins <br />CARRBORO BOARD OF ALDERMEN MEMBERS PRESENT: Vice Chair Alex Zaffron <br />and Members Joal Hall Broun and Jacquelyn Gist <br />CARRBORO BOARD OF ALDERMEN MEMBERS ABSENT: Mayor Mike Nelson and <br />Members Mark Chilton, Diana McDuffee, and John Herrerra <br />HILLSBOROUGH TOWN COMMISSIONERS PRESENT: <br />HILLSBOROUGH TOWN COMMISSIONERS ABSENT: Mayor Joe Phelps and Members <br />Evelyn Lloyd, Frances Dancey, Brian Lowen, Michael Gering, and Eric Hallman <br />NOTE: All other participants are listed in the text as appropriate. <br />NOTE: ALL DOCUMENTS REFERRED TO IN THESE MINUTES ARE IN THE <br />PERMANENT AGENDA FILE IN THE CLERK'S OFFICE. <br />The meeting began at 7:42 p.m. <br />Chair Carey said that there were not many elected officials here tonight, especially from <br />the Town of Hillsborough. The Mayor of Hillsborough sent a note to him saying that they would <br />not be able to attend because of other commitments. Chair Carey said that the last item on the <br />agenda tonight is to suggest rotating the hosting of these meetings to increase participation. <br />The Board of County Commissioners has been the convening partner far this meeting for many <br />years. <br />Mayor Foy said that the Assembly of Governments is a good concept and has a role to <br />play in the joint planning efforts. He said that some people on his board view it as not of primary <br />importance and not worth the time. He said that there should be a discussion about how to <br />make the meetings more productive. He said that when they campaign for office, they hear <br />from citizens that the entities should work together. <br />
