APPROVED 6/7/2005 <br />MINUTES <br />WORK SESSION <br />Orange County Commissioners <br />Orange County Board Of Education <br />Chapel Hill-Carrbaro Board of Education <br />April 26, 2005 <br />7:30 p.m. <br />The Orange County Board of Commissioners met for a joint session with the Chapel Hill- <br />Carrboro Board of Education and the Orange County Board of Education on Tuesday, April 26, <br />2005 at 7:30 p.m. at the Southern Human Services Center in Chapel Hill, North Carolina. <br />COUNTY COMMISSIONERS PRESENT: Chair Moses Carey, Jr., and Commissioners <br />Valerie P. Foushee, Alice M. Gordon, Stephen Halkiotis and Barry Jacobs <br />COUNTY ATTORNEY PRESENT: Geoffrey Gledhill and Sean Barhanian <br />COUNTY STAFF PRESENT: County Manager John M. Link, Jr., Assistant County <br />Manager Rod Visser, and Clerk to the Board Donna S. Baker (All other staff members will be <br />identified appropriately below} <br />ORANGE COUNTY BOARD OF EDUCATION MEMBERS PRESENT: Chair Libbie <br />Hough, Vice-Chair Brenda Stephens, and Board Members Randy Copeland, Elizabeth Brown, <br />AI Hartkopf, Dennis Whitling. Superintendent Shirley Carraway was also present. <br />ORANGE COUNTY BOARD OF EDUCATION MEMBERS ABSENT: Delores Simpson <br />CHAPEL HILL-CARRBORO CITY SCHOOL BOARD OF EDUCATION MEMBERS <br />PRESENT: Chair Lisa Stuckey, Vice-Chair Elizabeth Carter, and Board Members Jamezetta <br />Bedford and Pam Hemminger. Superintendent Neil Pedersen was also present. <br />CHAPEL HILL-CARRBORO CITY SCHOOL BOARD OF EDUCATION MEMBERS <br />ABSENT: Nicholas M. Didow, Mike Kelley, and Edward Sechrest <br />The meeting began at 7:45 p.m. <br />Chair Carey said that both school board chairs are running late and will join as soon as <br />possible. He said that this agenda started out with one topic and morphed into more because <br />the County Commissioners felt that it would be in everyone's interest to address at least some <br />of these topics. He said that the OCS board just had a report from Dr. Grumet last night at their <br />meeting and both school boards may not have had a chance to delve into the Educational <br />Excellence report yet. <br />Rod Visser distributed some information with appendices. He made reference to <br />appendix 11 and the historical context of the County and school capital funding policy. <br />1. CountylOCSICHCCS DiscussionlPolicy IssueslReports <br />a. Consideration of the 60140 Capital Funding Policy <br />Budget Director Donna Dean gave the presentation, which was also presented to the <br />County Commissioners last week. <br />Donna Dean explained the mathematical equations. She made reference to the Current <br />Policy, which is in the sheet entitled, Fiscal Year 2005-06 Capital Funding Options. This is the <br />baseline, where the County would get about $3.8 million, which is the least of any of the <br />
