APPROVED 05/18/2004 MINUTES ORANGE COUNTY BOARD OF COMMISSIONERS CARRBORO BOARD OF ALDERMEN CHAPEL HILL TOWN COUNCIL JPA PUBLIC HEARING March 29, 2004 7:30 p.m. The Orange County Board of Commissioners met in joint session with the Carrboro Board of Aldermen and the Chapel Hill Town Council on Monday, March 29, 20Q4 at 7:30 p.m. at the Southern Human Services Center in Chapel Hill, North Carolina far the purpose of holding a Joint Planning Area Public Hearing. COUNTY COMMISSIONERS PRESENT: Chair Barry Jacobs and Commissioners Margaret Brown, Moses Carey, Jr., Alice M. Gordon, and Stephen Halkiotis COUNTY ATTORNEY PRESENT: Geoffrey Gledhill and Sean Barhanian COUNTY STAFF PRESENT: County Manager John M. Link, Jr., and Clerk to the Board Donna S. Baker (All other staff members will be identified appropriately below} TOWN OF CHAPEL HILL COUNCIL MEMBERS PRESENT: Mayor Kevin C. Foy and Council Members Edith Wiggins, Bill Strom, Jim Ward, Mark Kleinschmidt, Ed Harrison, Sally Greene and Cam Hill CARRBORO BOARD OF ALDERMEN MEMBERS PRESENT: Mayor Mike Nelson and Aldermen Alex Zaffron, John Herrera, Diana McDuffee, Mark Chilton, and Jaal Hall Broun TOWN OF CHAPEL HILL COUNCIL MEMBERS ABSENT: Dorothy Verkerk CARRBORO BOARD OF ALDERMEN MEMBERS ABSENT: Jacquelyn Gist NOTE: ALL DOCUMENTS REFERRED TO IN THESE MINUTES ARE IN THE PERMANENT AGENDA FILE IN THE CLERK'S OFFICE. A. OPENING REMARKS FROM THE CHAIR- Chair Jacobs Chair Jacobs called the meeting to order. B. PUBLIC CHARGE The Chair dispensed with the reading of the public charge. C. PUBLIC HEARING ITEMS Craig Benedict said that this item is a combination between the three Planning departments (Carrboro, Chapel Hill, and Orange County). The first two items are regarding the joint planning agreement and the joint planning agreement text and map. The third item is mare specific to Orange County.
