APPROVED 03/04/2004 MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />ANNUAL PLANNING RETREAT <br />SOUTHERN HUMAN SERVICES CENTER <br />January 31, 2004 <br />The Orange County Board of Commissioners met far its annual Board retreat an <br />Saturday, January 31, 2004 at 9:00 a.m. at the Southern Human Services Center in Chapel Hill, <br />North Carolina. <br />COUNTY COMMISSIONERS PRESENT: Chair Barry Jacobs and Commissioners <br />Margaret Brown, Moses Carey, Jr., Alice M. Gordon, and Stephen H. Halkiotis <br />COUNTY ATTORNEY PRESENT: Geoffrey Gledhill and S. Sean Borhanian <br />COUNTY STAFF PRESENT: County Manager John M. Link, Jr., Assistant County <br />Managers Rod Visser and Gwen Harvey and Clerk to the Board Donna S. Baker (all other staff <br />members will be identified appropriately below) <br />FACILITATOR: Gerial Thornburg-May <br />STAFF IN ATTENDANCE: Pam Janes, Ken Chavious, Elaine Holmes, Greg Wilder, <br />Paul Thames, Gayle Wilson, Donna Dean, Nick Waters, Craig Benedict, Lari Taft, Nancy <br />Coston, Rosemary Summers, Jerry Passmare, Todd Jones, Dianne Reid, David Stancil, Tara <br />Fikes, Brenda Stephens <br />NOTE: <br />KEPT FOR 5 YEARS. <br />BREAKFAST GATHERING AT 8:30 A. M. <br />OPENING COMMENTS: Chair Jacobs introduced Geriel Thornburg-May from the Dispute <br />Settlement Center as the facilitator. <br />INTRODUCTIONSIROLE OF FACILITATOR: <br />Gerial Thornburg-May gave same background on herself. She asked if anything needed to be <br />added to the agenda. <br />Chair Jacobs said that he and Commissioner Brown worked on the agenda and circulated it to <br />all of the Commissioners and gat responses from everybody. <br />Commissioner Gordan asked if there would be targeted times to stop. Geriel Thornburg-May <br />said no but that they could set that time now. Commissioner Halkiotis said that he would like to <br />adjourn the retreat at 3:00 p.m. The Board agreed. <br />Geriel Thornburg-May said that this meeting could be informal. She gave each of the <br />Commissioners a "one-minute" green card. If someone has been speaking for a while, then a <br />County Commissioner can hold up a green card, which means that the person should wrap up <br />his or her comments within one minute. She asked the County Commissioners about which <br />items they wanted to spend the most time on in the agenda. <br />
