� <br /> APPROVED 8/23/2011 <br /> MINUTES <br /> ORANGE COUNTY BOARD OF COMMISSIONERS <br /> REGULAR MEETING <br /> May 3, 2011 <br /> 7:00 p.m. <br /> The Orange County Board of Commissioners met in regular session on May 3, 2011 at 7:00 <br /> p.m. at the DSS Offices, Hillsborough Commons in Hillsborough, N.C. <br /> COUNTY COMMISSIONERS PRESENT: Chair Bernadette Pelissier and Commissioners <br /> Valerie P. Foushee, Alice M. Gordon, Pam Hemminger, Earl McKee, and Steve Yuhasz <br /> COUNTY COMMISSIONERS ABSENT: Barry Jacobs <br /> COUNTY ATTORNEYS PRESENT: John Roberts <br /> COUNTY STAFF PRESENT: County Manager Frank Clifton, Assistant County Manager and <br /> Gwen Harvey, and Clerk to the Board Donna S. Baker (All other staff inembers will be <br /> identified appropriately) <br /> 1. Additions or Chanqes to the Aqenda <br /> Chair Pelissier said that Commissioner Jacobs would be unable to attend tonight <br /> because he had some family business to attend to out of town. <br /> Chair Pelissier asked that the Board add two closed session items. <br /> A motion was made by Commissioner Foushee, seconded by Commissioner McKee to <br /> add two closed session items, as follows: <br /> "To consult with an attorney employed or retained by the public body in order to preserve the <br /> attorney - client privilege between the attorney and the public body, which privilege is hereby <br /> acknowledged," NCGS § 143-318.11(a)(3); and <br /> "To discuss matters related to the location or expansion of industries or other businesses in the <br /> area served by the public body, including agreement on a tentative list of economic <br /> development incentives that may be offered by the public body in negotiations," NCGS § 143- <br /> 318.11(a)(4). <br /> VOTE: UNANIMOUS <br /> 2. Public Comments <br /> a. Matters not on the Printed Aqenda <br /> Jim Dooley announced the 29th Hog Day, which will be on May 20th and 21St. It is a <br /> month early because there were so many complaints about the heat. He described the various <br /> events that are to take place during this event. They once again will be promoting recycling <br /> this year with the help of the Solid Waste staff. He thanked the Visitor's Bureau for their help <br /> in promoting this event and he thanked the Board of County Commissioners for all of their <br /> support. <br /> b.
