1 <br />1 APPROVED 2114/2000 <br />2 MINUTES <br />3 Orange County Board of Commissioners <br />4 Work Session <br />5 March 22, 1999 <br />6 <br />7 The Orange County Board of Commissioners met on March 22, 1999 at 7:30 p.m. in the <br />8 Government Services Center, Hillsborough, North Carolina. <br />9 <br />10 COUNTY COMMISSIONERS PRESENT: Chair Alice M. Gordon and Commissioners Margaret W. <br />11 Brown, Moses Carey, Jr., Stephen H. Halkiotis and Barry Jacobs <br />12 COUNTY ATTORNEY PRESENT: Geoffrey Gledhill <br />13 COUNTY STAFF PRESENT: County Manager John M. Link, Jr., Assistant County Managers Rod <br />14 Visser and Albert Kittrell and Clerk to the Board Beverly A. Blythe (All other staff members will be identified <br />15 appropriately below) <br />16 <br />17 NOTE: ALL DOCUMENTS REFERRED TO IN THESE MINUTES ARE IN THE <br />18 PERMANENT AGENDA FILE IN THE CLERK'S OFFICE. ALL <br />19 RECORDINGS OF THE MEETING WILL BE KEPT FOR 5 YEARS. <br />20 - - - <br />21 Chair Gordon welcomed everyone to the meeting. <br />22 <br />23 1. Resolution Regarding Carrboro's Proposed Amendments <br />24 Geoffrey Gledhill said that what he is recommending is that the Board of County <br />25 Commissioners adopt the resolution on the pink sheet which objects to the proposed amendments <br />26 because "Orange County has not been able to determine that the proposed amendments are <br />27 consistent with the adopted Joint Planning Area Land Use Plan." The second part of the resolution <br />28 would make it take affect immediately prior to the commencement of the March 23, 1999 public <br />29 hearing on the proposed amendments but only if Carrboro does not extend the time within which <br />30 Orange County has to review the proposed amendments to a date beyond May 4, 1999. What this <br />31 says is that if Carrboro does not give us an extension, this would take affect. <br />32 <br />33 Chair Gordon said that we are just asking for more time to comment on the proposed <br />34 changes. She made reference to the two letters in the packet. <br />35 <br />36 Geoffrey Gledhill said that the Joint Planning Area (JPA) agreement requires the Board of <br />37 County Commissioners to object or not object prior to the commencement of the public hearing if <br />38 the entity which presents the proposal gives 30 days notice prior to the public hearing. Carrboro has <br />39 given us 30 days notice prior to the public hearing so the County Commissioners must object prior <br />40 to the public hearing. The letter in the agenda triggers the timeline on the JPA agreement. <br />41 <br />42 Chair Gordon said that Orange County asked for 60 days and May 4 is shorter than that but <br />43 it is a meeting date. <br />44 <br />45 Geoffrey Gledhill said that Carrboro has to give us more time before they open the public <br />46 hearing in order for this resolution to take affect. <br />47 <br />48 Commissioner Brown asked what would be our schedule for reviewing it? <br />49 <br />50 Chair Gordon said that this will be discussed on March 30. The only basis for objection is <br />51 conformance to the Land Use Plan (LUP). The staff will work up some talking points for that
