APPROVED 9116197 <br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />SPECIAL MEETING <br />JUNE 2, 1997 <br />The Orange County Board of Commissioners met in special session on June 2, 1997 at 4:30 p.m. <br />in the meeting room of the Government Services Center, Hillsborough, for the following purposes: <br />? Closed Session - Personnel Matter by authority of G.S. Section 143-318.11(a)(6) <br />? Discussion on Goals and Objectives <br />COUNTY COMMISSIONERS PRESENT: Chair William L. Crowther and Commissioners <br />Margaret W. Brown, Moses Carey, Jr., Alice M. Gordon and Stephen H. Halkiotis. <br />COUNTY ATTORNEY PRESENT: Geoffrey Gledhill <br />COUNTY STAFF PRESENT: County Manager John M. Link, Jr., Assistant County Manager <br />Rod Visser and Albert Kittrell and Clerk to the Board Beverly A. Blythe (All other staff members will be <br />identified appropriately below) <br />NOTE: ALL DOCUMENTS REFERRED TO IN THESE MINUTES ARE IN THE PERMANENT <br />AGENDA FILE IN THE CLERK'S OFFICE. ALL RECORDING TAPES OF THE <br />MEETING WILL BE KEPT FOR FIVE u YEARS. <br />AGENDA <br />1. Closed Session -Personnel Matter by authority of G.S. Section 143-318.1 1(a)(6) <br />A motion was made by Commissioner Halkiotis, seconded by Commissioner Carey to go into <br />closed session by authority of G.S. Section 143-318.11(a)(6). <br />VOTE: UNANIMOUS <br />A motion was made by Commissioner Halkiotis, seconded by Chair Crowther to reconvene into <br />special session at 5:45 p.m. <br />VOTE: UNANIMOUS <br />2. Discussion of Goals and Objectives <br />Reference was made to the small area plan for Bingham Township. It was decided that this <br />should be a Planning Department goal but should not be a high priority. The public hearing date could <br />be May, 1998. <br />With reference to the Minority/Female Business Development, it was decided to leave this on <br />the list but to retitle it "Minority and Female Business Development". <br />The County loan pool will be addressed during budget work sessions or at the Board's June <br />30 regular meeting. <br />With reference to the goal for Equitable and Effective School Funding, it was decided that this <br />should be reworded to promote "Fair, Equitable and Effective" and should include standards for building
