APPROVED MAY 21, 1997 <br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />REGULAR MEETING <br />APRIL 1, 1997 <br />The Orange County Board of Commissioners met in regular session on Tuesday, April 1, 1997 at 7:30 <br />p.m. in the courtroom of the Old County Courthouse in Hillsborough, North Carolina. <br />COUNTY COMMISSIONERS PRESENT: Chair William L. Crowther and Commissioners Margaret <br />W. Brown, Moses Carey, Jr., Alice M. Gordon and Stephen H. Halkiotis. <br />COUNTY ATTORNEY PRESENT: Geoffrey Gledhill <br />COUNTY STAFF PRESENT: County Manager John M. Link, Jr., Assistant County Manager Rod <br />Visser and Albert Kittrell and Clerk to the Board Beverly A. Blythe (All other staff members will be identified <br />appropriately below) <br />NOTE: ALL DOCUMENTS REFERRED TO IN THESE MINUTES ARE IN THE PERMANENT <br />AGENDA FILE IN THE CLERK'S OFFICE. ALL RECORDING TAPES OF THE <br />MEETING WILL BE KEPT FOR FIVE (5) YEARS. <br />1. ADDITIONS OR CHANGES TO THE AGENDA <br />The Board added as item 8-zero, minutes for the February 24, 1997 Quarterly Public Hearing. <br />2. AUDIENCE COMMENTS <br />a. Matters on the Printed Agenda <br />Chair Crowther stated that citizens who have indicated a desire to speak on an item on the printed <br />agenda will be recognized at the appropriate time. <br />b. Matters not on the Printed Agenda <br />Roger Barr asked for a status report on the Neville Tract, a 14 acre tract of land adjacent to the <br />present landfill. He said that to secure the cooperation of the community in the purchase of this tract, <br />elected officials conducted a long series of meetings with neighbors in 1995 and a series of agreements were <br />reached. However, in late March, 1997, the neighbors were notified that the Landfill Owners Group (LOG) <br />was not planning to follow the agreed upon plan. He asked that the County Commissioners support their <br />January, 1996 resolution and direct staff to act accordingly to follow it in every detail, whether or not so doing <br />is convenient for landfill management. John Link will report back to the Board on the status of this situation. <br />PUBLIC CHARGE <br />Chair William Crowther dispensed with the reading of the public charge. <br />3. BOARD COMMENTS <br />Commissioner Halkiotis made reference to the update about the license plate office. He is disappointed <br />that it will be mid May before business can be resumed. He expressed a concern that they have no <br />enforcement or penalties for someone not giving them 60 days notice. He would like to have someone call <br />their Raleigh office and ask them to set up this office as soon as possible and to consider a second office in <br />Hillsborough. <br />Commissioner Gordon distributed two articles which pointed out that many people move to rural areas <br />not realizing that citizens in the rural areas of the county don't receive the same level of services that are <br />provided to citizens who live within the city limits of a municipality. She feels that a summary of what Orange <br />County does provide and what they don't provide would help newcomers who move to this area.
