APPROVED FEBRUARY 18, 1997 <br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />AND <br />ORANGE COUNTY LEGISLATIVE DELEGATION <br />SPECIAL MEETING <br />JANUARY 7. 1997 <br />The Orange County Board of Commissioners met in Special Session with the Orange County Legislative <br />Delegation at 7:30 a.m. at the Sienna Hotel, Chapel Hill, North Carolina. <br />COUNTY COMMISSIONERS PRESENT: Chair William L. Crowther and Commissioners Margaret W. <br />Brown, Alice M. Gordon, Stephen H. Halkiotis and Moses Carey, Jr. <br />COUNTY ATTORNEY PRESENT: Geoffrey Gledhill <br />COUNTY STAFF PRESENT: County Manager John M. Link, Jr., Assistant County Managers Rod Visser <br />and Albert Kittrell <br />LEGISLATORS PRESENT: North Carolina Senator Howard Lee, North Carolina Senator Eleanor Kinnaird, <br />North Carolina Representative Verla Insko and North Carolina Representative Joe Hackney <br />The meeting started with breakfast at 7:30 a.m. Chair Crowther made opening comments. The County <br />Commissioners and the Legislators discussed the following items: <br />1. Authorization to impose an impact tax, rather than the current impact fee, for educational facilities. <br />2. Authorization to levy a real estate transfer tax (Statewide goal of North Carolina County <br />Commissioners Association) <br />3. Inclusion of sexual preference as a protected class in the County's human rights ordinance enabling <br />legislation. <br />4. Support of Smart Start continuation and discussion of an initiative that may be pursued by the 1997 <br />General Assembly regarding Smart Start <br />5. Possibility of a local county-wide entertainment tax (originally pursued by Town of Chapel Hill in 1993) <br />6. Support of a statewide change in the assessment of state excise tax on beer, wine and liquor as <br />requested by the ABC Board <br />7. Legislation on verification of age, residency and citizenship for voter registration. <br />Discussion ensued on the above items. No decisions were made. <br />ADJOURNMENT <br />The meeting was adjourned at 9:00 a.m. The next regular meeting of the County Commissioners will <br />be held on Thursday, January 16, 1997 at 7:30 p.m. in the meeting room of the Government Services <br />Building. <br />William L.
