APPROVED 11/19196 <br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />REGULAR MEETING <br />MAY 14, 1996 <br />The Orange County Board of Commissioners met in regular session on May 14, 1996 at 7:30 p.m. at <br />the OWASA Operations Center, community meeting room, 400 Jones Ferry Road, Carrboro, North Carolina. <br />COUNTY COMMISSIONERS PRESENT: Chair Moses Carey, Jr., and Commissioners William L. <br />Crowther, Alice M. Gordon, Stephen H. Halkiotis and Don Willhoit. <br />COUNTY ATTORNEY PRESENT: Geoffrey Gledhill <br />COUNTY STAFF PRESENT: County Manager John M. Link, Jr., Assistant County Managers Albert <br />Kittrell and Rod Visser, and Clerk to the Board Beverly A. Blythe (All other staff members will be identified <br />appropriately below) <br />NOTE: All background documents are in the permanent agenda file in the Clerk's office. Recording tapes of <br />the meeting will be available for five years. <br />1_ ADDITIONS OR CHANGES TO THE AGENDA <br />Two appointments to a subcommittee to address concerns about the proposed Small Area Plan for <br />Carrboro's Northern Study Area were added to item XI - Appointments. <br />II. AUDIENCE COMMENTS <br />A. MATTERS ON THE PRINTED AGENDA <br />Chair Carey stated that citizens who have indicated a desire to speak to an item on the printed <br />agenda will be recognized at the appropriate time. <br />B. MATTERS NOT ON THE PRINTED AGENDA -NONE <br />PUBLIC CHARGE <br />Chair Carey dispensed with the reading of the public charge. <br />III. BOARD COMMENTS <br />The Board asked that the Clerk send a get well card to Hillsborough Town Commissioner <br />Catherine Martin who was in a car accident last week. <br />IV. COUNTY MANAGER'S REPORT <br />John Link made reference to the Board's work session schedule for Thursday evening and said <br />that the agendas have been distributed for that meeting. He asked that the Board give him direction on <br />funding of Hargrave Center. <br />V. RESOLUTIONS/PROCLAMATIONS <br />A. Consolidated Housing Plan Annual Update/1996 HOME Program Desian <br />Tara Fikes introduced for the Board's consideration a resolution which approves the <br />consolidated Housing Plan Annual Update and the proposed HOME Program Activities for 1996-97. <br />A motion was made by Commissioner Crowther, seconded by Commissioner Halkiotis <br />to approve the resolution as stated below: <br />RESOLUTION AUTHORIZING THE SUBMISSION OF THE ORANGE COUNTY <br />CONSOLIDATED HOUSING PLAN ANNUAL UPDATE
