APPROVED 10/1/96 <br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS 650 <br />SPECIAL MEETING <br />APRIL 25, 1996 <br />The Orange County Board of Commissioners held a joint meeting of all the governing boards on <br />Thursday, April 25, 1996 at 7:30 p.m. at Carrboro Town Hall for the purpose of holding a public forum on <br />proposed changes to the organizational structure for managing solid waste issues in Orange County. <br />COUNTY COMMISSIONERS PRESENT: Chair Moses Carey, Jr., and Commissioners William L. <br />Crowther, Alice M. Gordon, Stephen H. Halkiotis and Don Willhoit. <br />COUNTY ATTORNEY PRESENT: Geoffrey Gledhill <br />COUNTY STAFF PRESENT: County Manager John M. Link, Jr., Assistant County Manager Rod <br />Visser and Public Works Director Wilbur McAdoo <br />More specifically, the purpose of the forum was to encourage public discussion and receive <br />comments from the public regarding: <br />1. the Landfill Owners Group's "Outline of the General Principles and Arrangements <br />'Recommended for a Joint Solid Waste Agency" <br />2. a potential schedule and process.for public debate <br />3. creation of a Joint Solid Waste Management Agency <br />Public comments were heard. Changes to the "Outline" were basically in three categories as <br />listed below. Most of these changes were suggested by Mr. B. B. Olive. <br />1. A recommendation to refer to the new organization as the "Agency" throughout the <br />outline would add consistency and clarity to the outline. <br />2. Changes to clarify employee status will be added to the outline. The outline assumed <br />that legally all employees would be employed by the County or other government. <br />However, the agency would recommend the hiring and firing of the chief admin. <br />officer. <br />3. Insertion of additional text that is primarily related to keeping pyrolysis or waste <br />conversion explicitly in the picture was suggested. The outline indicates that the <br />functions of waste management and waste processing are broad enough to include all <br />future potential technologies and ways of managing solid waste. <br />Additional comments received at the public forum <br />1. Jean Barr asked if the agency would issue bonds that require the vote of the people. <br />2. Roger Barr asked what the revenue responsibilities of member governments would be <br />and what would happen if a member withdrew. <br />3. Commissioner Gordon asked that the membership structure be reconsidered so that it <br />represents each government's financial stake based on waste generation or population <br />size. <br />The changes suggested above will be considered by the LOG as well as other desired changes <br />prior to finalizing the outline and forwarding it to the member governing bodies for consideration. <br />ADJOURNMENT <br />With no further items to consider, Chair Carey adjourned the meeting.
