APPROVED 511196 <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />MINUTES <br />REGULAR MEETING <br />March 19, 1996 <br />The Orange County Board of Commissioners met in regular session on Tuesday, March 19, 1996 at <br />7:30 p.m. in the OWASA community meeting room, Carrboro, North Carolina. <br />COUNTY COMMISSIONERS PRESENT: Chair Moses Carey, Jr., and Commissioners William L. <br />Crowther, Stephen H. Halkiotis and Don Willhoit <br />COUNTY COMMISSIONER ABSENT: Commissioner Alice M. Gordon <br />COUNTY ATTORNEY PRESENT: Geoffrey Gledhill <br />COUNTY STAFF PRESENT: County Manager John M. Link, Jr., Assistant County Managers Rod <br />Visser and Albert Kittrell and Clerk to the Board Beverly A. Blythe (All other staff members will be identified <br />appropriately below) <br />NOTE: All background information is in the permanent agenda files in the Clerk's Office. Recording tapes of <br />the meeting are available for five (5) years. <br />1. ADDITIONS OR CHANGES TO THE AGENDA <br />The Board added a resolution called "International Day Without Violence" to the agenda. <br />II. AUDIENCE COMMENTS <br />A. MATTERS ON THE PRINTED AGENDA <br />Chair Carey said that citizens who have indicated a desire to speak to an item on the printed <br />agenda will be recognized at the appropriate time. <br />B. MATTERS NOT ON THE PRINTED AGENDA - NONE <br />PUBLIC CHARGE <br />Chair Carey dispensed with the reading of the public charge. <br />III. BOARD COMMENTS <br />Chair Carey made reference to a letter he received from Sheriff Lindy Pendergrass and asked that <br />the Board support "Project Turnaround" as requested by the Sheriff. He also received a letter from Mr. B. B. <br />Olive requesting that another committee be formed to look at alternatives to landfilling solid waste . He will <br />write Mr. Olive to let him know that the appointment of another committee at this time is not an alternative. <br />Commissioner Willhoit said that he called Mr. Olive and sent him a copy of the landfill reorganization <br />proposal and invited him to make a short presentation at the April 18 JPA meeting. He reminded the County <br />Commissioners of the meeting on March 30 on Landfill Mining. <br />IV. COUNTY MANAGER'S REPORT <br />John Link announced that the speed limit in the area of the A. L. Stanback School will be reduced to <br />45 miles per hour. <br />V. RESOLUTIONS/PROCLAMATIONS <br />A. INTERNATIONAL DAY WITHOUT VIOLENCE <br />Bob Gwyn commented that the intent of this resolution is to focus people's attention on <br />eliminating violence and on solving problems without using violence. <br />A motion was made by Commissioner Halkiotis, seconded by Commissioner Willhoit to <br />approve the resolution as stated below:
