093 <br />APPROVED 12-7-92 MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />OCTOBER 20, 1992 <br />REGULAR MEETING <br />The Orange County Board of Commissioners met in Regular session' on <br />Tuesday, October 20 at 7:30 p.m. in the OWASA Operation Center, Carrboro, <br />North Carolina. <br />BOARD ME*!t)ZRB PRESENT: Chair Moses Carey, Jr., Alice M. Gordon, <br />Stephen H. Halkiotis, Verla C. Insko and Don Willhoit. <br />COUNTY ATTORNEY PRESENT: Geoffrey Gledhill <br />STAFF PRESENT: County Manager John M. Link, Jr., Assistant County <br />Managers Albert Kittrell and Rod Visser, Clerk to the Board Beverly A. <br />Blythe, Budget and Management Analyst Donna Dean, Human Resources Director <br />Elaine Holmes, Purchasing Director Pam. Jones, Social Services Director-Marti <br />Pryor-Cook, Planner Mary Scearbo, Library Services Director Brenda Stephens, <br />Fire Marshall Mike Tapp and EMS Director Nick Waters. <br />NOTE: All documents referred to in these minutes are in the Permanent Agenda <br />File in the Clerk's Office. <br />I. ADDITIONS OR CHANGES TO THE AGENDA - NONE <br />.'BOARD COMMENTS <br />Commissioner Halkiotis stated that he has received inquiries from <br />citizens who live in Hillsborough's extraterritorial jurisdiction about the <br />proposed gasoline station and car wash at the corner of Oakdale Drive and Old <br />86. Geoffrey Gledhill clarified that the County has no jurisdiction in <br />Hillsborough's extraterritorial jurisdiction. The CPZ stipulates that orange <br />County would handle the development applications fcz the open space area and <br />transition development area. <br />Chair Carey announced that Orange County received a $803,600 grant <br />from the Home Investment Partnership Program. He commended all the <br />individuals who participated in this effort. This money will allow <br />significant progress in providing homes to low and moderate income families. <br />Commissioner Willhoit asked and the Board agreed to add as "D" under <br />Reports an update on solid waste planning. <br />Commissioner Insko recognized EMS Director Nick Waters and his command <br />team for th... work they did at the recent fires at Intimate Book Store and <br />Food Lion. The cooperative effort in coordinating communications at that <br />time was crucial to the success in containing those fires. <br />PUBLIC CHARGE <br />Chair Carey dispensed with the reading of the Public Charge.
