<br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />REGULAR MEETING <br />MARCH 21, 1989 <br />The Orange County Board of Commissioners met in regular session on March 21, 1989 at <br />7:30 p.m. in the Courtroom of the old Post Office, Chapel Hill, Narth Carolina. <br />BOARD MEMBERS PRESENT: Chairman Moses Carey, Jr., and Commissioners Stephen <br />Halkiot.is, John Hartwell, Shirley E. Marshall and Dan Willhoit. <br />ATTORNEY PRESENT: Geoffrey Gledhill. <br />STAFF PRESENT: County Manager Jahn M. Link, Jr., Assistant County Manager Albert <br />Kittrell, Deputy Clerk to the Board Kathy Baker, Clerk to the Board Beverly Blythe, Data <br />Processing Director Keith Brooks, Purchasing Director Pam Jones, Finance Director Ellen <br />Liston, Public Works Director Wilbert McAdoo, Economic Development Director Sylvia Price, <br />Social Services Director Marti Pryor-Cook and Land Records Manager Roscoe Reeve. <br />A. BOARD AND MANAGERS COMMENTS <br />Chairman Carey announced several upcoming meetings which have all been announced in <br />accordance with the Open Meetings Law. <br />He added to the agenda an Executive Session for the purpose o£ consulting with the <br />County Attorney. He added to the agenda as item D3 a resolution declaring this month <br />Retarded Citizens Month. Item G2 will be considered immediately following the public <br />hearing on the EDC Strategic Plan and Item G1 will follow item El - Report on Model <br />Elementary School. <br />Commissioner Hartwell mentioned about U.S. mail being taken out of mailboxes, opened, <br />and redistributed. He stated that the Sheriff and others are working to solve this ,._.__, <br />problem. <br />B. PUBLIC COMMENTS - None <br />C. MINUTES <br />Motion was made by Commissioner Marshall, seconded by Commissioner Halkiotis to <br />approve the minutes for March 13, 1989 as corrected. <br />VOTE: UNANIMOUS. <br />PUBLIC CHARGE <br />Chairman Moses Carey, Jr, read the Public Charge. <br />PRESENTATION OF AWARDS <br />1. RECOGNITION OF PARTICIPANTS IN ADOLESCENT PARENTING PROGRAM <br />Chairman Carey read a statement thanking the volunteers in the Adolescent <br />Parenting Program and recognized Kathy Putnam and Marti Pryor-Cook for their dedication <br />and management of the program. He presented to one of the volunteers the Amexican Public <br />Welfare Association award. <br />PUBLIC HEARING <br />1. EDC Strategic Plan <br />Economic Development Director Sylvia Price distributed copies of the report and <br />stated that this report was presented to the Board of Commissioners at their regular <br />
