MINUTES ORANGE COUNTY BOARD OF COMMISSIONERS MARCH l3, 1989 The Orange County Board of Commissioners met on March 13, 1989 at 7:30 p.m, in the Courtroom of the Old County Courthouse, Hillsborough, North Carolina for the purpose of considering the agenda for the regular scheduled for March 8 meeting which was not held because of inclement weather. BOARD MEMBERS PRESENT: Chair Moses Carey, Jr., and Commissioners Stephen Halkiotis, John Hartwell, Shirley Marshall and Don Willhoit. ATTORNEY PRESENT: Geoffrey Gledhill. STAFF PRESENT: County Manager John M. Link, Jr., Assistant County Manager Albert Kittrell, Recreation and Parks Director Mary Anne Black, Clerk to the Board Beverly A. Blythe, Data Processing Director Keith Brooks, Planning Director Marvin Collins, MPA Intern Beth McIver, Finance Director Ellen Liston, Economic Development Director Sylvia Price and EDC Staff Gail Walker. A. BOARD COMMENTS Chairman Garey announced that for those citizens who may want to speak to an item on the agenda but who could not attend this rescheduled meeting that those items considered for decision at this meeting will be added to the consent agenda for March 2a. This will allow citizens who could not attend this meeting to make comments. The decisions at the current meeting will be confirmed at the March 21, 1989 regular meeting of the Board. Ghairman Carey informed the Board about several items: (1) that the Coordination Communications Committee (CCC) has met and the group has requested to be brought up to date on the process being followed on the airport project, (2) that the Assembly of Governments meeting has been rescheduled far April 15, and (3) that the draft of the proposed impact tax has been sent to our legislative delegation with a specific note that Hillsborough will be excluded. He added to the agenda as G6 the joint meeting with the Town of Hillsborough for March 20 and as G7 the faint meeting with Chatham County on the boundary line for March 29 at 7:00. Commissioner Halkiotis asked the Clerk to prepare a summary sheet on what it costs to start up a new home in Hillsborough; Chapel. Hi11 and Carrbaro. This summary will show planning, inspection, water tap-on fees or any other fees that must be paid when building a house in one of these areas. MANAGER COMMENTS County Manager John Link deleted from the agenda items E-2 Report on Model Elementary School, G1 Facility Standards for New School _ Orange County Schools and F-4 Grant Agreement -NCDOT Aviation. Items E2 and G1 will be placed on the next agenda. B. PUBLIC COMMENTS None C. MINUTES Motion was made by Commissioner Marshall, seconded by Commissioner Hartwell to approve the minutes for January 17, 1989 as circulated.
