<br />,., r .. ~ <br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />SPECIAL MEETING ON THE CIP <br />JANUARY 9, 1989 <br />The Orange County Board of Commissioners met in Special Session on Monday, <br />January 9 at 7:30 in Superior Courtroom, new County Courthouse, Hillsborough, North <br />Carolina for the purpose of holding a public hearing on the Capital Improvement <br />Plan for 1989 - 1994. <br />BOARD MEMBERS PRESENT• Chair Moses Carey, Jz., and Commissioners Stephen <br />Halkiotis, Jahn Hartwell, Shirley Marshall and Don Willhoit. <br />STAFF PRESENT County Manager John M. Link, Jr., Assistant County Manager <br />Albert Kittrell, Clerk to the Board Beverly A, Blythe, Finance Airector Ellen <br />Liston, MPA Management Specialist Beth McIver, and Department on Aging Director <br />Jerry Passmore. - <br />NOTE: A copy of the CIP 1989 - 1994 is in the Commissioners' Library. <br />PRESENTATION <br />County Manager John M. Link made the presentation. A copy of the overhead <br />slides are in the permanent agenda file in the Clerk's Office. <br />PUBLIC HEARING <br />Chair Carey acknowledged receipt of the following letters which are hexeby <br />made a part of these minutes by reference. These letters are located in the <br />permanent agenda file in the Clerk's Office and copies were distributed to the <br />members of the Board of Commissioners. <br />Ted Parrish - opposed the pay-as-you-go method for distribution of <br />capital funds <br />Richard E. Hildebrandt - supported the.. CIP, the method for . <br />distributing the pay-as-you-go monies, and the proposed Efland <br />Center and the Southern Human Services Centex <br />Betty Landsber er-supported the CiP and specific projects as <br />xecommended by the County Manager _ _ .. _.. .. - .. _ <br />Cathv Carroll - supported the proposed method far distribution of <br />non-bond funds <br />Stewart Barbour - objected to Orange County entering into bonded <br />debt, and opposed using the bond issue to finance capital projects <br />TED PARRISH, Chairman of the Chapel Hill-Caxrbora School Board read a prepared <br />sxatement which is referenced above. He urged the Board to consider the allocation <br />of the pay-as-you-go funds on ar. identified needs basis. He gave several reasons <br />in support of his request. <br />JOHN SCHAENMAN, Co-President of the Orange Federation of Teachers, spoke in <br />support of equalizing funds between the two school systems.
