`~'~1~. <br />MINUTES <br />ORANGE COUNTY $OARD OF COMMISSIONERS REGULAR MEETING <br />AUGUST 16, 19$8 <br />The Orange County Board o£ Commissioners met in regular session on Tuesday, August <br />16, 1988 at 7:30 p.m. in the courtroom of the old Post Office, Chapel Hi11, North <br />Carolina. <br />BOARD MEMBERS PRESENT: Chair Shirley E. Marshall, and Commissioners Moses Carey, <br />Jr., John Hartwell (arrived at 8:25), Stephen Halkiotis and Don Willhoit. ATTORNEY <br />PRESENT: Geoffrey Gledhill. <br />STAFF PRESENT: County Manager John M, Link, Jr,, EMS Director Bobby Baker, Deputy <br />Clerk to the $oard Kathy Baker, Clerk to the Board Beverly A. Blythe, Recreation and <br />Parks Director Mary Anne Black, Planning Director Marvin <br />Collins, Housing and Community Development Director Tara Fikes, Purchasing Director <br />Pamela Jones, Finance Director Ellen Liston, Tax Assessor Kermit <br />Lloyd, Planner Don Powell, Social Services Director Marti Pryor-Cook, Child Support <br />Director Janet Sparks and Planner Brad Torgan. <br />A. BOARD AND MANAGERS COMMENTS <br />Chair Marshall removed from the agenda item E1 which is a report from Hazen and <br />Sawyer on the Alternative Sewer System Study and asked that this regular meeting of the <br />Board be continued to August 22 at 7:00 to hear this report. No one objected to this <br />request. <br />Commissioner Carey referred to the paper on the impact tax and asked that the Board <br />members inform him or the Chair of any concerns or comments they may have. He gave an <br />"-""" update on the development of educational materials and the public relations strategy for <br />the bond issue, He asked that a steering committee be appointed to carry forth this <br />project and it was agreed that this would be done next Monday, August 22. <br />Commissioner Halkiotis reported on the events of the Habitat for Humanity program, <br />He suggested that the County could help in the efforts of the Habitat far Humanity by <br />exploring ways in which parcels of land which are acquired by the County could be used by <br />this group. <br />County Manager John Link added an item to the agenda as item G13 entitled "Response <br />to Hazardous Waste Treatment Facility, <br />B. PUBLIC COMMENTS <br />None <br />C. MINUTES <br />Motion was made by Commissioner Halkiotis, seconded by Commissioner Carey to approve <br />the minutes for June 30, 1988 as circulated. <br />VOTE: UNANIMOUS. <br />Motion was made by Commissioner Carey, seconded by Commissioner Halkiotis to approve <br />the minutes for July 5, 198$ as circulated. <br />VOTE: UNANIMOUS, <br />PUBLIG CHARGE <br />The Public Charge was read by Chair Shirley E. Marshall. <br />
