~~~ <br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />JOINT PLANNING AREA PUBLIC HEARING <br />JUNE 30, 1.988 <br />The Orange County Board of Commissioners met in joint session with the Ghapel Hill <br />Town Gouncil, Carrboro Board of Aldermen, and Orange County Planning Board for the <br />purpose of holding a quarterly public hearing on June 30, 1988 at 7:30 p.m. in Carrboro <br />Elementary School auditorium. <br />BOARD MEMBERS PRESENT: Chair Shirley E. Marshall and Commissioners Moses Carey, <br />Jr., Dr. Stephen Halkiotis, John Hartwell and Don Willhoit. <br />PLANNING BOARD MEMBERS PRESENT: Planning Board Chair Barry Jacobs and members <br />Virginia Boland, Carol Cantrell, Abbie Dickinson, Dan Eddleman, Mike Lewis, <br />Sharlene Pilkey and Steve Yuhasz. <br />PLANNING BOARD MEMBERS ASSENT: Chris Bast, Brenda Swann, and Prince Taylor. <br />ATTORNEY PRESENT: Geoffrey Gledhill. <br />STAFF PRESENT: County Manager John M. Link, Jr., Clerk to the Board, Beverly A. <br />Blythe, Administrative Assistant Joanna Bradshaw, Planning Director Marvin Collins, <br />and Planners Gene Bell and Brad Torgan. <br />A. Matters not on the prinked a enda <br />Ms. Laura Lloyd, owner of property in Bingham and Chapel Hill Townships, asked <br />when a meeting would be held regarding the greenways which are included in the <br />Joint Planning Area. She submitted a petition from property owners living on <br />Phil's Creek and Neville Creek. Marvin Gollins, Orange County Planning <br />Director, responded that an Orange County Assembly comprised of members of <br />each of the governing boards - Orange County Board of Commissioners, Chapel <br />Hill Town Council, Carrboro Board of Aldermen and Hillsborough Town <br />Commissioners has been formed for the purpose of making recommendations <br />regarding greenways in the Joint Planning Area. He indicated he did not know <br />the time frame but that as soon as recommendations are prepared from these <br />boards, the issue would be brought to public hearing. Chair Marshall noted <br />that the Assembly has had an organizing meeting and decided to delay <br />recommendations. She indicated a meeting would be held within the next week <br />and that Ms. Lloyd would be notified of the process for such recommendations <br />and possible public hearing procedures and date. <br /> <br />C.
