MINUTES SPECIAL MEETING AND BUDGET WORK SESSION ORANGE COUNTY BOARD OF COMMISSIONERS JUNE 15, 1987 The orange County Board of Commissioners met in special session on June 15, 1.987 at x:00 in the Board of Commissioners' Room, Hillsborough, North Carolina for the purpose of considering a resolution providing for the issuance of $200,000 Sanitary sewer Bond Anticipation Notes and a budget work session. BOARD MEMBERS PRESENT: Chair Shirley E. Marshall and Commissioners Moses Carey, Jr., Stephen Halkiotis, John Hartwell, and Don Willhoit. ATTORNEY PRESENT: Geoffrey Gledhill. STAFF PRESENT: County Manager Kenneth R. Thompson, Assistant County Managers Bill Laws and Albert Kittrell, Director of EMS Bobby Baker, Finance Director Gordon Baker, Clerk to the Board Beverly Blythe, Deputy Finance Officer Ken Chavious, Purchasing Director Pam Jones, Public Works Director Wilbur McAdoo, Sheriff Pendergrass, Administrative Secretary Sue Pope, Major Don Truelove, Budget .Analyst Donna Wagner and Personnel Director Beverly Whitehead. FIRE MARSHALL'S POSITION Chief Lloyd made the presentation. He stated that the volunteer firemen are doing a tremendous job but that there is not enough time to do everything that is required. A11 the fire departments support the fire marshall's position with the exception of Hillsborough and they do not oppose the. request. The main job of the fire marshall would be the coor- dination of information and equipment. He asked that the position be funded -- if not for an entire year then for half a year. Chair Marshall outlined the procedure that will be followed for the markup/markdown list.. Ken Thompson indicated the fire marshall would be placed in the EMS Department. One of the main objectives would be to lower the fire district rate which would result in lower insurance costs for homeowners. This person would also do fire inspections throughout the County which presently are not being conducted. The County needs to adopt a County fire prevention code which may not be more stringent than the State Building Code without special permission from the Building Code Council. The Board requested that Bobby Baker do a study on this entire subject and bring back to the Board a recommendation before January 1, 1988 for consideration to be included in the 1988-89 budget. HAZARDOUS MATERIALS BUDGET Ken Thompson noted that the request for $18,000 was cut by $8,000 and proposed that the amount be added to the markup list and the Board agreed. ~+~+~y~-csr~i ~r~rvr~~C DV1VL ANTICIPATION NOTES (A copy of the resolution is attached on page /$ K` ). Attorney Geoffrey Gledhill explained that the County is selling notes in anticipation of selling bonds. It is important that this be done in this fiscal year. The resolution is necessary in order to obtain the grants from Farmers Home Administration in order for the County to incur this debt and obtain these bonds. They are net debt reduction bonds. The resolution was introduced by Commissioner Hartwell. Motion was made by Commissioner Halkiotis, seconded by Commissioner Carey to adopt the resolution and authorize the Chair to sign.
