<br /> <br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />i REGULAR MEETING <br />i JANUARY 5, 1987 <br />The Orange county Board of Commissioners met in regular session on <br />January 5, 1987, 7:30 p.m. in the Courtroom of the Old Courthouse, <br />Hillsborough, North Carolina. <br />BOARD MEMBERS PRESENT: Chair Shirley E. Marshall and Commissioners <br />Moses Carey, Stephen Halkiotis, John Hartwell and Don Willhoit. <br />ATTORNEY PRESENT: Geoffrey Gledhill. <br />STAFF PRESENT: County Manager Kenneth R. Thompson, Assistant County <br />Managers Albert Kittrell and William Laws, Recreation and Parks Director <br />Mary Anne Black, Clerk to the Board Beverly A. Blythe, Planning Director <br />Marvin Collins, Purchasing Director Pamela Jones, Department on Aging <br />Director Jerry Passmore, Economic Development Director Sylvia Price, <br />Planner Greg Szymik, and Personnel Director Beverly M. Whitehead. <br />A. BOARD COMMENTS <br />Chair Marshall announced that a public hearing on "capacity use" will <br />be held by NRCD at 7:00 p.m. in Superior Courtroom on January 13. <br />On January 12, at 4:00 p.m. in the Commissioners' Room , the Board <br />will hold an executive session with the County Manager as a followup to <br />same of the concerns and priorities for team management as identified at <br />the goals and objectives meeting held in December. <br />Chair Marshall reiterated the policy of the Board that the press <br />should receive copies of all reports received by the members of the Board. <br />Commissioner Carey added to the agenda a discussion on the Livestock <br />Market (item 8a). <br />B. AUDIENCE COMMENTS <br />1. MATTERS ON THE PRINTED AGENDA - <br />Henry A. Whitfield, Jr., resident and taxpayer, presented and read <br />the following petition to the County Commissioners: <br />"I hereby petition the commissioners to amend the zoning <br />ordinance and atlas as necessary to return immediately to the <br />one-acre minimum lot size which has prevailed over the past <br />years until such time as investigation has conclusively proven <br />that it is overwhemingly advantageous from all aspects to make <br />a change from the one-acre minimum. <br />Whitfield presented petitions with 643 signatures thereon. <br />Chair Marshall announced that those citizens who wish to speak to <br />items on the printed agenda will be recognized at the time their agenda <br />item is discussed. <br />2. MATTERS NOT ON THE PRINTED AGENDA <br />None. <br />C. MINUTES <br />Motion was made by Commissioner Hartwell, seconded by Commissioner <br />Willhoit to approve the minutes for December 16, 1986 as corrected. <br />VOTE: UNANIMOUS. <br />Motion was made by Commissioner Halkiotis, seconded by Chair Marshall <br />to approve the minutes for December 19, 1986 as circulated. <br />VOTE: UNANIMOUS. <br />
