~~ <br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />RESCHEDULED REGULAR MEETING <br />JUNE 5, 1986 <br />The Orange County Board of Commissioners met in regular session on <br />Thursday, June 5, 1986 at '7:30 p.m. in the Commissioners' Room of the <br />orange, County Courthouse, Hillsborough, North Carolina. <br />COMMISSIONERS PRESENT: Chair Don Willhoit and Commissioners Shirley <br />Marshall, Ben Lloyd and Norman Walker. <br />COMMISSIONER ABSENT: Commissioner Moses Carey. <br />ATTORNEY PRESENT: Geoffrey Gledhill. <br />STAFF PRESENT: County Manager Kenneth R. Thompson, Assistant County <br />Manager Albert Kittrell, Clerk to the Board Beverly A. Blythe, Deputy <br />Finance Office Tien Chavious, Director of Purchasing Pam Jones, Health <br />Director Jerry Robinson, Social Services Director Tom Ward and Director of <br />Personnel Beverly Whitehead. <br />A. BOARD COMMENTS <br />Chair Willhoit announced that those citizens from the Coalition <br />Against Shearon Harris (CASH) group would be heard at the June 17th <br />meeting. <br />Commissioner Walker noted he received several inquiries from <br />,.people who live around the landfill in which they complained about the <br />. early hours the landfill is open. He requested that the Sheriff's Dept. be <br />-requested to investigate this allegation. <br />After an extended discussion, motion was made by Commissioner <br />Walker, seconded by Commissioner Lloyd to request the County Manager <br />contact the Town Manager of Chapel Hill and jointly determine if there is <br />sufficient evidence to contact the State Division of Soild and Haaardous <br />Waste. A report on the findings will be presented at the next regular <br />meeting. <br />VOTE: UNANYMOUS. <br />Commissioner Wal]ier asked that the Board pursue disclosure and <br />asked that a resolution be prepared and approved by the Board which would <br />require disclosure by County officials. <br />Commissioner Marshall endorsed the resolution as enacted by <br />Guilford County and further summarized said resolution. <br />Don Willhoit suggested that the Board review those resolutions <br />as presented on May 5 and make a decision which would need to be sent to <br />the General Assembly for consideration of passage. <br />After further discussion it was decided that this item would be <br />placed on the agenda for the June 17, 1986 meeting. <br />Ken Thompson announced that five (5) achievement awards have <br />been awarded by NACo to (1) Cooperative Sponsorship of Senior Citizen <br />Activities, (2) Saturday School for Seniors, (3) Command Team, (4) Economic <br />Development Commission, and (5) Model Water Quality Protection Measures. <br />
