12e <br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />SPECIAL MEETING <br />APRIL 14, 1986 <br />The Orange County Board of Commissioners met in special session on <br />April 14, 1986 at 7:00 p.m. in the Commissioners' room in the Orange <br />County Courthouse, Hillsborough, North Carolina. <br />COMMISSIONERS PRESENT: Chair Don Willhoit and Commissioners <br />Shirley Marshall, Moses Carey, Ben Lloyd and Norman Walker. <br />ATTORNEY PRESENT: Geoffrey Gledhill. <br />STAFF PRESENT: County Manager Kenneth R. Thompson, Purchasing <br />Director Pam Jones, Director of Economic Development Sylvia Price, and <br />Clerk to the Board Beverly A. Blythe. <br />Chair Willhoit announced the purpose of the meeting is to hear a <br />report from Dick Helwig, Chairman of the Telephone Technical Task Farce. <br />Commissioner Lloyd gave his apology for having to leave the meeting <br />early because of a previous commitment. <br />NOTE: Commissioner Lloyd left the meeting at 7:15. <br />Dick Helwig gave a special report on long distance failure of April <br />3 through April 11. (A complete copy of the narrative is in the <br />permanent agenda file in the Clerk's office). <br />After further discussion on the problem, the apparent cause, the <br />impacts and the solution, motion was made by Commissioner Marshall, <br />seconded by Commissioner Carey to approve the resolution as presented by <br />the task farce. The resolution is printed below: <br />R E S O L U T I O N <br />WHEREAS, all citizens rightly expect and find necessary reliable <br />telephone communications, whether local or long distance, and <br />WHEREAS, the citizens of Orange County have recently suffered <br />intolerable interruptions to long distance service provided through <br />Centel and General Telephone, which has occurred over a 10 day period, <br />and <br />WHEREAS, these service failures have caused distress to our <br />citizens, failed communications, lost orders and inaccessible supplies <br />to our local businesses, and present a threat to health and safety, <br />NOW THEREFORE BE IT RESOLVED that the Board expresses its deep <br />concern and disquiet regarding this intolerable situation, and <br />THAT the North Carolina Utilities Commission be asked by letter to <br />use fully its procedures to look into this matter, covering at least the <br />following three areas: <br />1. To assist in securing immediate relief (we understand a <br />temporary correction has been made.) <br />2. To investigate the nature of the problem and to make full <br />public disclosure of the events, their causes and the remedies taken to <br />date. <br />
