~~ <br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />REGULAR MEETING <br />MARCH 5, 1986 <br />The Orange County Board of Commissioners met in regular session on <br />March 5, 1986, 7:30 p.m. in the Board of Commissioners' Room, <br />Hillsborough, North Carolina. <br />- COMMISSIONERS PRESENT: Chair Don Willhoit and Commissioners Shirley <br />Marshall, Moses Carey, Ben Lloyd and Norman Walker. <br />ATTORNEY PRESENT: Geoffrey Gledhill. <br />STAFF PRESENT: County Manager Kenneth Thompson, Assistant County <br />Managers Albert Kittrell and William T. Laws, EMS Director Bobby Baker, <br />Director of Recreation and Parks Mary Anne Black, Clerk to the Board <br />Beverly A. Blythe, Director of Planning Marvin Collins, and Planner <br />Susan Smith. <br />A. BOARD COMMENTS <br />Don Willhoit distributed a memorandum in which he suggested that <br />special public hearings be held at the beginning of the regular <br />meetings scheduled for April 7 and April 22 for the purpose of receiving <br />citizen input to the County's budget for 1986-87. <br />After extensive discussion it was decided that public hearings <br />would be added to the agendas for April 7 and April 22. <br />- B. AUDIENCE COMMENTS <br />1. MATTERS ON THE PRINTED AGENDA <br />Chair Willhoit indicated that those in the audience who desire <br />~~ to speak will be recognized at the time their item is <br />discussed. ' <br />2. MATTERS NOT ON THE PRINTED AGENDA <br />County Manager Kenneth Thompson requested to add an item to <br />the agenda to designate who will hold the public hearing on <br />the advisability of the proposed project far Isotechnologies, <br />Inc. and the issuance of the bonds to .finance the project. <br />C. APPOINTMENTS <br />HEALTH AND MEDICAL CARE ADVISORY BOARD <br />Motion was made by Commissioner Carey, seconded by <br />Commissioner Marshall to reappoint Mary Rita Gray. <br />VOTE: UNANIMOUS. <br />ORANGE ENTERPRISES BOARD <br />Motion was made by Coirimissioner Walker, seconded by <br />Commissioner Carey to nominate Commissioner Lloyd to serve as <br />.Liaison on this Board. <br />VOTE: UNANIMOUS. <br />D. REPORTS - WHITE CROSS FIRE SERVICE REPORT <br />County Manager Ken Thompson presented a status report on the <br />district's progress in forming a fire department and on the measures <br />being taken to address citizen petitions for service by Carrboro. Both <br />the Carrboro and White Cross Boards will meet later in March to consider <br />the request to change the boundary far those who signed the petition and <br />
