i4~ <br />MINUTES 1 <br />ORANGE COUPdTX COF4PII55IONEP.SEANbI~ME$ANE TO['Iid COUNCIL <br />A & M GRILL, MEBANE, N.C. <br />MAY 21, 1984 - 6:00 P.M. <br />The Orange County Board of Commissioners met in Special Session with <br />the Ptebane Town Council on Monday, May 21, at 6:00 p. m. at the A & t4 Gril:l in <br />Mebane, North Carolina. <br />Commissioners Present: Chair Don [aillhoit, and Commissioners-Shirley <br />- bTarshall, Ben Lloyd, Norman Walker and Richard Whitted. <br />I. l~T~1~LI~D _9'~ Q:3PER <br />Brooks Gardner, Mayor of Mebane called the meeting to order. He <br />expressed his desire for the Town of P?ebane to be able to provide requested <br />services to Orange County and requested that Orange County provide additional <br />money for: (1) fire protection services which protects approximately one <br />hundred million dollars of assessed property; (2) recreation, and (3) <br />library. <br />A. E T <br />EP TM T <br />Mebane provides fire protection for Orange County in accordance <br />with an agreement with the Efland Volunteer Fire Department. Bob Hupman, <br />member of the Piebane Town Council expressed a desire of the Council to work <br />directly with Orange County far renewal o£ the agreement with Efland. <br />Chair [aillhoit explained that Orange County does not put any <br />money directly into fire protection. <br />Commissioner Whitted explained that the district area was <br />petitioned in by the residents who then set up a Board of Trustees which in <br />_, turn elected to contract with riebane for fire protection to part of the area <br />for 55,000. <br />Commissioner Walker noted that only the necessary rates, are <br />approved by the Board. The rate is low and could go higher. While the Board <br />of Trustees request a level of funding, the Board only increases the tax rate <br />when requested. <br />Hupman indicated that a meeting vaith the Efland Fire Department <br />gave no indication that there would be an increase. The meeting was six (6)~ <br />weeks ago and no response has been received from the Efland Fire Department; <br />that if tiebane does withdraw their fire protection service the Efland Fire <br />District would have to provide this service. <br />Commissioner Lloyd indicated he would check with the Board of <br />Trustees to find out why they have not responded. <br />B. F <br />~~ <br />Everette Pender, member of the Mebane Town Council, pointed out <br />a need to receive compensation for the library service i4ebane provides for <br />orange County Residents. It was agreed that circulation figures were needed <br />for (1) number of Orange County Residents using the Mebane Library and (2) <br />number of Mebane people using the Orange County Library. These figures are <br />needed to provide the data upon which consideration would be given. <br />C- ~ a <br />The Town of Mebane applied for a grant to upgrade the facilities <br />at Lake t°_ichael and to increase the use of Lake t+iichael in Orange County. <br />These facilities would offer recreational opportunities for western Orange <br />County and the Town of Piebane.
