1~1 <br />r12NUTES 1 <br />SPECIAL NIEETING <br />ORANGE COUNTY COi-IAIISSIONERS ANb CARRBORO $pARD OF ALbERMEN <br />CARRBORO T06PN HALL, CARRBORq, NORTH CAROLINA <br />f1AY 16, 1RSa_ - 7:30 P.M. <br />The Orange County Board of Commissioners and the Carrboro Board of <br />A1c:ermen met in special session at the Carrboro Town Ha11, Carrboro, North <br />Carolina on Wednesday, May 16, 1984 at 7:30 p.m. for the purpose of <br />discussing the proposed Joint Planning Agreement. <br />Commissioners Present: Chair Don Willhoit, Commissioners Shirley <br />Marshall, Ben Lloyd, Norman Tealker, and Richard Whitted. <br />Jim Porto, f°iayor of Carrboro called the meeting to order. The <br />following was offered by the Carrboro Board for consideration by the Board of <br />Commissioners: <br />(1) The jurisdictional line between Carrboro and Chapel Hill on <br />the joint planning area map (which extends the present <br />boundary north along the railroad tracks) be adopted north of <br />8ubanks Road, but that the Chapel Hi11 High School site and <br />the area surrounding the landfill be included within Chapel <br />Hill's jurisdiction. <br />(2) orange County adopt Carrboro's Land Use Ordinance for the Ten <br />and Twenty Year. Transition area. <br />(3) The Town and County agree upon a zoning map for the <br />transition areas using zoning classifications contained in <br />the Carrboro land use ordinance. <br />(4) Administrative procedures - First agree on the zoning map and <br />then consider the administrative procedures. <br />Chair Willhoit outlined two purposes for joint planning: (1) to <br />determine the future needs of the area and (2) to provide representation to <br />the citizens. Joint approval provides a guarantee that Carrboro will have <br />final say in the decision for that area based on what is outlined in the <br />ordinance: thus if a request is in compliance with the Ordinance there would <br />be very few instances of .disagreement. <br />Mayor Porto emphasized that it is important for both Boards to have a <br />voice in the decision. However, Carrboro wculd like to maintain the <br />responsibility for the application to be filed in Carrboro and have that <br />staff responsible for processing with a joint public hearing between the Town <br />and the County. Orange County would retain the decision authority but the <br />administration would be through Carrboro. <br />Commissioner Aarshall noted that if the permit is done by Carrboro and <br />meets Carrboro's standards, then grange County would then be in the position <br />of enforcing Carrboro's Ordinance. <br />Chair Willhoit reiterated the items agreed upon: (1) proceed with the <br />zoning map, (2) continue to take under advisement the review process and <br />-- determine what components can be agreed upon and (3) adopt Carrboro's <br />standards with some modification if necessary to reach some uniformity in the <br />ordinance. <br />Chair Willhoit pointed out that if the County takes the lead in <br />receiving the application and issuing the permits and doing the inspections, <br />Carrboro's staff would not have this work load. <br />Mayor Porto feels it important to come up with the zoning map and to <br />determine veto power. <br />The meeting was adjourned. <br />Rav~?rly A.
