~.~ ~ 1 M I NUT E S ORANGE COUNTY BOARD OF COMMISSIONERS JUT,X 5, 1983 The Orange County Baard of Commissioners met in regular session on July 5, 1983 at 10:00 a.m. in the Commissioners Room of the Orange County Courthouse, Hillsborough, tdorth Carolina. Commissioners Present: Richard E. Whitted, Norman Walker, Don Willhoit, and Shirley E. Marshall; Absent: Ben Lloyd. A. BARD CQ(•1AiENT$ Richard E. Whitted added to the Agenda an addendum as Item 14: reappointment and establishment of terms for office for Orange County Tax Supervisor and Orange County Tax Collector. He also read a letter from Commissioner Lloyd requesting delay of items 9 and 13, but as these items had been specifically referred to this Agenda, the request was not granted. s. guniE. 1. a) Keith Aldridge: Minimum Housing Code b) Mr. Robert E11is, Orange-Family Medical Center -- Jail Medical Contract C. BfpQ$T rlinimum Housing Code Candace Carroway, Chairman of the Housing Subcommittee of the Planning Committee of the Human Services Advisory Commission made the presentation. The proposed code is the product of a sub-committee convened by the Orange County Human Services Advisory Commission (HSAC). - On May 25, 1983, the HSAC discussed the proposed code and voted to send it forth to the Board of Commissioners with the recommendation that: 1) it be adopted as a concept paper; and 2) it be referred to the County Manager for further fine-tuning After some discussion, Shirley Marshall moved. Don Willhoit seconded approval of the concept. VOTE: The proposed code was referred to the County Manager and County Attorney far further development in concert with the Human Services Advisory Commission. D. FtEpORT Harmon-Young Area Plan: tdarvin Collins and Susan Smith made the presentation. 0n ,7anuary 4, 1983 the Board of Commissioners directed the Planning Department to review and revise the plan for the H~3-4 Activity Node within six (6) months. A status"' report on schedule, research and findings was presented; a Public Hearing on the Draft plan will be held August 22, 1983 and the Baard asked that the map include the I-40 corridor and that the study include the land contained within that corridor At Richard E. Whitted's suggestion, E-14 was moved up on the Agenda. Norman walker moved, Don Willhoit seconded the appointment of Jahn Horner as Tax 5upetvisor and Kenneth Lloyd as Tax Collector for two year terms. VOTE: Ayes, 4; E. E-1. P~onerty _Surv - Norman Walker moved, Shirley E. Marshall seconded approval of the Preliminary Plan for the property surveyed far Robert E, Lachance subject to the following: 1. show 522.7 feet elevation line and designate 100-year flood plain area. 2. show width of proposed R & L Park Road on plat as 50 feet. 3. Indicate acreage of lots 1 and 5 excluding road right-of-way.
