441 <br /> 1 <br /> MINUTES <br /> BUDGET WORK SESSION <br /> June 2, 1983 <br /> The Orange County hoard of Commissioners net in special session to discuss <br /> budget requests with Joint Orange-Chatham Community Action (JOCCA) , Orange <br /> Enterprises, Inc., the Town of Mebane, Hyconnechee Regional Library, Rape <br /> Crisis Center and the Dispute Settlement Center on Thursday, June 2, 1983, at <br /> 7:30 P.P?. in the Commissioners' Room of the Orange County Courthouse, <br /> Hillsborough, North Carolina. <br /> Commissioners Present: Richard E. Whitted, Chair, Comrissioners Ben Lloyd, <br /> Shirley E. Marshall, Norman Walker and Don Willhoit. <br /> s <br /> The following budget requests were made: <br /> The Joint Orange-Chatham Community Action Agency (JOCCA) , represented by <br /> Executive Director Gloria Williams, was pleased that JOCCA'S full request is <br /> recommended for allocation. <br /> Orange Enterprises, Inc. , represented by Nr. G.A. Houck, requested $50,000 <br /> to purchase a building and/or land plus funds needed to make necessary <br /> renovations. The estimated cost will be $26 per foot to buy and renovate. <br /> Orange Enterprises expects to become a self sustaining operation. Fifty-two <br /> hundred square meet is utilized in the present building and serves 52 partici- <br /> pants. Within two (2) years it is anticipated that 80 persons will be served. <br /> The Town of Mebane, represented by Town Councilman Everett Pender, <br /> requested funding from Orange County to help support the Hebane Library and <br /> Recreation program. <br /> The Eyconeechee Regional Library, represented by Board of Trustee member <br /> Cecil L. Sanford, requested $110,142 for operation of the Library which <br /> included $8,817 for increased salaries. Data on comparative salaries was Cis- <br /> tributed. A breakdown_ of the Library's budget shows: Local Personnel. - <br /> $95;060, Regional Personnel - $27,930, Agaterials - $21,362, Ilaintenance <br /> $10,076, Miscellaneous - $13,464, Library Services and Construction Act <br /> $4,115 = Total $172,007. <br /> The Rape ' Crisis Center was represented by Chair of the Board Lisalotte <br /> Matthews and Director Mary Ann Chap informed the Commissioners that the Center <br /> served citizens by providing information and educational programs as well as <br /> giving care to rape victims. As many as 4000 people may be reached. <br /> The Dispute Settlement Center was represented by Director Lil Smith and <br /> Beth Okun_ of the Board. Two-person staff is employed -- the rest of the work <br /> is done by volunteers. The Center hears approximately 400 county cases per <br /> year, with 26% from outside the Chapel Hill/Carrboro area; 66% are low income. <br /> With no further business to come before them, the Commissioners adjourned. <br /> Richard E.
