MINUTES <br /> JANUARY 24, 1983 <br /> The Orange County Board of Commissioners met in regular session on Monday, <br /> January 24, 1983, at 7:30 P.M. in the Superior Courtroom, Orange County, Courthouse, <br /> Hillsborough, North Carolina. <br /> Commissioners present: Richard E. Whitted, Chair, and Commissioners Ben Lloyd, <br /> Shirley E. Marshall, Norman Walker, and Don Willhoit. <br /> Commissioner Whitted announced that the Joint Public Hearing scheduled with <br /> the Planning Board would be held at this time; he reviewed procedures for the joint <br /> public hearing. <br /> Planning Board Members present: Logan Irvin, Chair, and Tom Bacon, Alice Gordon, <br /> . Nancy Lazslo, Hazel Lunsford, Sharlene Pilkey, David Shanklin and Carl Walters. <br /> Planning Board Members absent: Sally Boericke, Pat Crawford, John Kizer and <br /> John Wilson., <br /> D. JOINT PUBLIC HEARING WITH THE PLANNING BOARD <br /> 1. Land Use Plan Amendment--James Rae Freeland, <br /> Ms. Susan Smith, Planning Staff, made the presentation to the Boards; she <br /> . said the request is to amend the Land Use Plan from Twenty Year Transition and <br /> . Rural Residential to Ten Year Transition for the 149.3 acre tract located in Hills- <br /> . borough Township at the southwest intersection of I-85 and NC 86. (For specifics <br /> . see abstract page on page y1� of these Minutes.) She concluded, saying that the <br /> . Planning Staff recommended the Land Use Plan be amended as requested. <br /> Planning Board Member Pilkey: Asked if the Town of Hillsborough Planning Board <br /> . had any comments on the proposed amendments. <br /> Commissioner Whitted responded that the Commissioners had received such a letter <br /> . this evening and that the record would reflectgthat the letter was on file. (See <br /> page of these Minutes for that letter.) Ms. Smith said the letter really <br /> . addressed issues raised by the proposed subdivision rather than the proposed Land Use Plan Amendment. <br /> Planning Board Chair Irvin: Asked that those in favor of the proposal speak. <br /> . Mr. James Rae Freeland: Referred to the Planning Staff's recommendation (cited <br /> abs6-a.:t naae) and asked ::,.a Staff meant by "public sewer" or if a <br /> . treatment plant would •rir.iudea in its definition of "public sewer." <br />
