MINUTES <br /> JANUARY 4, 1983 <br /> The Orange County Board of Commissioners met in regular session on Tuesday, <br /> January 4, 1983, at 10:00 A.M. in the Commissioners' Room, Orange County Courthouse, <br /> Hillsborough, North Carolina. <br /> Commissioners present: Chairman Richard E. Whitted, and Commissioners Ben <br /> Lloyd, Shirley E. Marshall, Norman Walker and Don Willhoit. <br /> A. BOARD COMMENTS <br /> Commissioner Whitted added a property update on the Annie Obie Riley pro- <br /> perty matter. <br /> B. AUDIENCE COMMENTS <br /> Mr. Lawrence Allen and Delmas Adams were present for the Piedmont Power <br /> Special Use Permit hearing; there were no others who wished to speak. <br /> C. MINUTES <br /> Commissioner Willhoit moved, seconded by Commissioner Marshall, to approve <br /> ' the Minutes of December 6, 1982, as submitted. Vote: Ayes, 5; noes, 0. <br /> ' Commissioner Marshall moved, seconded by Commissioner Willhoit to approve <br /> ' the Minutes of December 14, 1982, as corrected. Vote: Ayes, 5; noes, 0. <br /> ' D. RESOLUTION <br /> ' Commissioner Marshall moved, seconded by Commissioner Walker, to adopt the <br /> ' Resolution of Appreciation for Congressman L.H. Fountain and to have the Clerk mail <br /> ' the Resolution to Mr. Fountain. Vote: Ayes, 5; noes, 0. (See page of this Book.) <br /> Commissioner Whitted read the Resolution of Appreciation for L.H. Fountain. <br /> E. PUBLIC HEARING--PIEDMONT POWER <br /> Commissioner Whitted announced that the Public Hearing on the Class A Special <br /> ' Use Permit request from Piedmont Power was open to receive the Planning Board recom_ <br /> ' mendation. Mr. Marvin Collins, Planning Director, was sworn in to provide the Plan- <br /> ' ning Board's recommendation. <br /> ' Mr. Collins said that the Planning Board had met on December 20, 1982, to <br /> 'consider the two requests from Piedmont Power: 1) the Land Use Plan Amendment from <br /> 'Rural Residential to Commercial Transition Activity Node; and, 2) the Class A Special <br /> 'Use Permit for a PD-OI request. The Planning Board recommended denial of the Land <br /> 'Use Plan Amendment Mr. Collins said and the reason carried over into the way the <br /> 0 <br />
